Program management:
Laboratory management
- Ensures that Laboratory operations are compliant to conditions and standards set forth by various governmental and accrediting agencies including SPHERE standards, WHO, MOH, CDC, UNHCR guidelines among others.
- Review and approve technical documents, reports, methods, specifications, SOPs and change controls as may be necessitated by change in policies, procedures or general practice.
- Maintain appropriate laboratory accreditation and quality assurance programs
- Serve as laboratory departmental liaison during government inspections and audits.
- Establish, maintain, and improve active and regular working relationships with: government authorities, donors, partner agencies etc
- Give technical support to all MOH laboratories supported by IRC.
- Contribute in the process of preparation on annual budgets for the Laboratories.
- Monitors and manages the use of resources to ensure allocated budgets are met.
- Improves operational and administrative process in order to reduce cost and Shows good judgment in the utilization of funds, Laboratory supplies and human resources.
- Advice the supply chain department and participate in defining medical supplier qualification requirements, Quality assurance and storage advisory.
- Ensure technical and operational compliance in procurement, transportation, storage, issuance and use of all Laboratory supplies.
- Develop and implement control systems in accordance with IRC policies.
- Maintain medical laboratory equipment performance.
- Collaborate with medical engineers in troubleshooting and servicing of equipments.
- Update asset declaration with the logistics department quarterly.
- Completes operational requirements by scheduling and assigning employees and following up on work performance.
- Supervise and maintains medical laboratory staff performance.
- Facilitate departmental strategic planning and coordination of departmental operations across the sites (Main Lab, health posts and other IP labs) and Contributes to system-based management of laboratories.
- Lead specific initiatives across all sites to ensure standardization and effectiveness for key processes.
- Implements new programs, tests, methods, instrumentation, and procedures by investigating alternatives; preparing proposals; developing and performing parallel testing and monitoring progress.
- Define, develop and deploy key quality systems for the operations of the laboratory.
- Participate in emergency response interventions.
- Maintain quality results by participating in the laboratory quality assurance program.
- Coordinate EQA for all the Laboratories, HIV program and TB program and ensure regular feedbacks from the reference laboratory are available
- Lead specific initiatives across all testing sites to ensure standardization and effectiveness for key reporting tools in data collection and repotting.
- Develop and implement laboratory reporting tree of the identifiable national diseases like polio and ensure its well documented, communicated and complied to.
- Develop a continues user friendly reporting tools for all types of results including weekly, monthly and special reports and collaborate with the technical people to get the necessary feedback
- Coordinate laboratory activities as per the standards ensuring requests, reporting and interpretation of results are done in the right way.
- Achievement of overall departmental strategic and operational goals.
- Proper coordination and implementation of lab systems including quality, SLAS and capacity building.
- Implementation of cost effective measures and systems in Laboratory supplies procurement and management.
- Progressive development and achievement of the department goals indicated by the number and competence of the engaged staff, Number of tests done and the equipmentation available
- Accurate forecasting and budgeting to avoid interruptions of services due to stock outs.
- Minimum of Bachelor’s Degree or higher National Diploma in Laboratory Medicine.
- Over 5 years of experience in a clinical laboratory setting and with 5 years of clinical laboratory management experience included.
- Experience in managing refugee camp laboratory setting operations desirable.
- Experience in managing multiple sites desirable.
- Prior work experience in Laboratory Systems development and validation laboratory preferred.
- Knowledge of all laboratory national and international standards and regulations.
- Knowledge of strategic planning, forecasting and budgeting.
- Registered by Kenya Medical Laboratory Technicians and Technologist Board
- Flexibility at work and Cultural sensitivity.
