Job Title: Public Health Evaluation Officer

The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is the global leader in the fight against pediatric HIV/AIDS and has reached more than 26 million women, with services to prevent transmission of HIV to their babies.

EGPAF is supporting activities in 19 countries and nearly 6,000 sites to implement prevention, care and treatment services; to further advance innovative research; and to execute global advocacy activities that bring dramatic change to the lives of millions of women, children and families worldwide.
In Kenya, EGPAF works in partnership with the Ministry of Health and various County Governments to support HIV Prevention, Care and Treatment in 12 counties.
EGPAF is mainly funded by PEPFAR through the Centers for Disease Control and Prevention (CDC) and the United States Agency for International Development (USAID).

Position Details: Under the supervision of the principal investigator, the PHE officer will serve as the principal technical and administrative liaison for specific studies conducted by EGPAF Kenya; coordinate and administer study associated activities.

S/he will assist in project planning and ensure that pre-established work scope, study protocol, and regulatory requirements are followed.
S/he will also oversee and coordinate all technical aspects of the studies and the provision of administrative services, including recruitment supervision of research support staff and developing and maintaining recordkeeping systems and procedures.

Essential Duties and Responsibilities:

  • Participate in protocol development.
  • Plan and coordinate the initiation of the studies.
  • Prepare research protocol for submission to ethical review board and address comments raised by ERC.
  • Maintain all required regulatory documentation for each active protocol.
  • Participate in development of necessary tools and resources including protocol implementation plan and SOPs to implement the studies.
  • Plan and coordinate translation of study tools as needed.
  • Plan, implement, and maintain data collection systems in collaboration with data management unit in support of the study.
  • Plan and coordinate recruitment of research assistants as appropriate to the study
  • Provide support for study-related training activities.
  • Support data collection, quality control and cleaning.
  • Monitor the progress of research activities; develop and maintain records of research activities, and prepare periodic and ad hoc reports, as required.
  • Liaise with officials from the county and sub county health department during the study implementation as appropriate.
  • Liaise with the Public Health Evaluation Lead to provide supervisory oversight of project staff, as well as guidance and support for effective implementation.
  • Coordinate provision of study updates throughout implementation and dissemination of results at the end of the study.
  • Work closely with PIs or project managers to monitor project expenditures ensuring that they are in line with the budget.
  • Able to travel to various EGPAF offices on a need basis.
Qualifications:
  • A bachelor’s degree in Sociology,  Social Studies, public health, Population Studies / Demography, Health Promotion or related field from a recognized institution
  • Masters degree in a relevant field will be an added advantage
  • 3-5 years proven experience working with operations research including community research
  • 3-5 years of proven experience working with health programs in Kenya
Knowledge, Skills and Abilities:
  • Ability to work well independently and within a team
  • Current knowledge and understanding of HIV/AIDS issues in the health sector
  • Understanding of both quantitative and qualitative research methodologies and research ethics
  • A good understanding of protocol  review process
  • Attention to detail and strong organizational skills
  • Strong written and verbal communication
  • Fluency in English and Kiswahili
  • Ability to manage/coordinate data collection staff
  • Qualitative analysis skills would be an added advantage
