Advertisement: Request for Proposals (RFP) For Consultancy Services for the Design, Development, Deployment and Maintenance of Ministry Web Portal

The Ministry’s mandate includes formulating and coordinating national development, mainstreaming youth into development and empowering them, building fairer gender equality, coordination of implementation of devolution policies and tracking of development results in the economy to ensure the Ministry and the government as a whole achieve their strategic objectives.
In executing its mandate, the Ministry is committed to Improving governance and implementing the new Constitution’s provisions on access to information.
In view of this the Ministry is seeking the services of a consulting firm to develop the ministry web portal that will be an entry point for fast and effective customer-service.
Sealed tenders are invited from reputed agencies for Design, development, deployment and maintenance of a web portal for the Ministry of Devolution and Planning as per the scope of the work indicated in the bid document.
Eligible candidates may obtain request for proposal (RFP) document from the procurement office located on 7th floor room 713 of the Ministry of Devolution and Planning, treasury building along Harambee Avenue during normal working hours upon payment of a non-refundable fee of Kshs.1,000.00 .
The fee is to be paid in cash Office on ground floor of the building and a receipt issued.
A copy of the receipt must be enclosed in the tender document to be submitted.
If the bidding firm has downloaded the tender documents from the website
www.devolutionplanning.go.ke they must ensure that they pay during tender submission and enclose the receipt in their tender, failing which the tender will be treated as incomplete and liable for rejection.
Completed tender documents enclosed in plain sealed envelopes, clearly marked with the Tender Name and Number and addressed to:

And be deposited in the Tender Box situated at 9th Floor of treasury building so as to be received on or before 27th March, 2014 at 10.00 am local time.
The bids will be opened immediately thereafter in the treasury 10th floor conference room in the presence of bidder’s representative who may wish to attend.
