POSITION TITLE:  National Focal Point Livelihoods and Economic Recovery

COUNTRY PROGRAM:  Rwanda

RESPONSIBLE TO:  Senior Program Coordinator

LOCATION:  Kigali, with frequent travel to all field sites (60%)

STATUS:  Full Time

Position is open to Rwandan citizens only. Position contingent on funding availability.

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION 

The overall goal of ARC’s program in Rwanda is to improve life’s conditions of the displaced refugee population from eastern DRC living in different refugee camps located in the country.

ARC’s goal is achieved through the provision of basic services (adequate health care, shelter, water, sanitation & hygiene, gender based violence prevention and response, HIV/AIDS prevention & treatment) and economic recovery activities to the refugees and their host communities.

PRIMARY PURPOSE OF THE POSITION

The National Focal Point Livelihood and Economic Recovery is responsible to provide technical supervision and capacity reinforcement in all livelihood and economic recovery activities conducted by ARC in Rwanda. He/She will work to ensure high quality programming and to provide outstanding technical support and supervision consistent with ARC’s Country Strategy. The Focal Point will be responsible for program design, implementation, standardization and evaluation of Livelihood and Economic Recovery related activities in coordination with the Senior Program Coordination, the Country Director and all Camp Managers.

PRIMARY DUTIES & RESPONSIBILITIES % OF TIME

Program management, development, monitoring and evaluation

  • Lead the technical achievement of the Country Strategy’s economic recovery agenda to substantially help the refugees and other people we serve to improve economic empowerment & self-reliance;
  • Participate in the development of new initiatives in economic recovery and contribute to program development in collaborating to write concept notes and proposals to potential donors;
  • Introduce emerging practices and innovations in livelihood into current programming;
  • Work with the program team to collect baseline data, assessments, to provide work plans, to lead the sector’s assessments and to participate in general monitoring & evaluation activities of livelihood and economic recovery activities;
  • Identify the annual budget for all livelihood and economic recovery activities within the camp, as well as the development and monitoring of work plans for activities in each camp;
  • Lead the planning and implementation of all livelihood and economic recovery activities, including small enterprise development, strengthening of saving and lending associations, enhancing vocational activities, provision of small grants and loans, cash for work, the building of in camp economies etc.
  • In collaboration with M&E Officer, help establish a strong M&E function for the sector and supervise all on-going M&E activities;

Technical Support and Capacity Building

  • Provide technical supervision to all Livelihood Coordinators & other staff involved in Livelihood activities at field level in collaboration with Camp Managers;
  • Assist camp teams in activity planning, design, formulation and management of sector’s related activities;
  • Provide trainings to ARC staff to improve management capacities and performance in sector’s related activities;
  • Represent ARC in different technical forums and stakeholders meeting related to Livelihood and Economics Recovery;
  • Help in the design of training curricula for beneficiaries and other groups on related Livelihood topics;
  • Collect and disseminate sector’s knowledge to all the teams to improve institutional capacities;
  • Advise and educate program staff in the field on ways to integrate practices and approaches that improves self-reliance in different humanitarian programming in a transversal way;
  • When requested, take the lead to coordinate special projects in Livelihood or other related fields;

Any other activity as may be requested by the Senior Program Coordinator or Country Director.

EDUCATION, TECHNICAL SKILLS & COMPETENCIES REQUIRED 

  • Master’s  degree required in Economic Development, Business Administration, Entrepreneurial Development or any other related field to Livelihood and Economic Recovery;
  • Post graduate specialized trainings in Livelihood and Economic Recovery;
  • Demonstrated project/program management skills and experience;
  • At least 5 to 7 years of relevant experience in the development and implementation of livelihood projects including microfinance, small enterprise development, vocational trainings, cash for work, cash transfer programming etc.;
  • Abreast of current thinking, best and emerging practices in Livelihood and Economic Development programming for the poor (SEEP networks, M4P approach, EMMA, WRC, ILO etc.);
  • Advanced technical skills and knowledge in Livelihood project design, implementation and M&E;
  • Experience developing livelihood projects with displaced and refugees desirable;
  • Previous experience working with International NGOs in humanitarian and recovery settings required;
  • Experience in capacity building and training highly desirable;
  • Fluency in written and spoken English required;
  • Must be a Rwandan citizen;
  • Strong computer literacy (Excel, Word, MS Project, Powerpoint etc.)
  • Strong demonstrated writing, editing, and analytical skills, ability to communicate clearly and efficiently.
  • Innovative, Entrepreneurial and Business minded person with skills to promote self-reliance and increased economic literacy for the poor.
