General Manager, Supply Chain & Support Services

Our client, a State Corporation in the infrastructure sector with its head office in Nairobi, wishes to recruit a suitable person to fill the above position.

Overall Purpose

To provide strategic leadership, expert advice and input to the Chief Executive Officer and Senior Leadership Team in the management of the organization’s supply chain and other support services to drive organizational capability and operational excellence in realizing the mandate of the organization.
 
Key Duties & Responsibilities
Based in Nairobi and reporting to the Chief Executive Officer, the individual will supervise the Procurement Manager, Head of 1CT, and Administration Manager including having the following responsibilities.
  • Provide transformational leadership and management of the Organization’s supply chain and supervision of Procurement, ICT and Administration Sections.
  • Develop and maintain a supply chain and support services team capability and culture that reflect the organization’s values, facilitating performance, professionalism and initiative by staff throughout the entity.
  • Represent the Organization in sector engagement in supply chain and support services activities, including work plan development, official briefings, performance reporting, and information dissemination to interested parties.
  • Manage as well as monitor projects and activities as required by the Public Procurement Act and the Chief Executive Officer, involving policy development, coordination or advice in areas of supply chain as well as support services.
  • Formulate, implement and review relevant policies in the area of Supply Chain and Support Services that will contribute to the achievement of the Organization’s mandate.
Specific Key Accountabilities
  • To lead and coordinate all procurement activities in the Organization and discharge its duties in line with Public Procurement and Disposal laws and provide specialist advise to other Senior Managers in procurement of goods, works, services and contract management.
  • Identify the supply chain needs within all functions and document systems, processes, KPIs and measurement and reporting of both results and value delivery by supply chain teams.
  • Develop and implement the strategy for the Organization’s supply chain function ensuring that it complements and supports all operations with key emphasis on project management.
  • Evaluate the current supply chain processes, and make proposals for improvement to world class practices.
  • Revamp supply chain processes, forms, tools and procedures and build better efficiencies through clear process mapping, documentation, training and supervision of staff handling key tasks in the chain.
  • Ensure specialized Information Technology requirements of the Organization are identified, accurately quantified, planned and managed to enable the Institution deliver world-class analytical and market information services at all times.
  • Oversee provision and maintenance of fit-for-purpose IT equipment, applications, user support and training to enable the Organization’s staff perform their duties professionally.
  • Oversee the management of service contracts and service level agreements for outsourced services, maintenance of asset register, insurance, security and compliance with statutory remittances.
  • Manage office accommodation, equipment, registry, transport, security and cleaning services to ensure the efficient provision of the same in the Organization.
  • Coordinate preparation of Board, Management, Ministerial and state functions in liaison with other relevant departments.
Personal Profile
1. A Bachelor’s degree in any of the following areas: Procurement and Supplies Chain Management, Commerce, or equivalent.
2. A Master’s degree in any of the following: Procurement and Supplies Management, Business Administration, strategic Management, Commerce or other relevant field from a recognized university is an added advantage.
3. Expert level of knowledge in supply chain management at a senior leadership level, including but not limited to procurement and administration best practices, in large organizational setups.
4. Minimum 10 years progressive post qualification experience in Supply Chain Management, or Administration, 5 of which should have been in senior level management position.
5. Mandatory membership of Kenya Institute of Supplies Management or Chartered Institute of Purchasing & Supplies or recognized professional body and in good standing.
6. Strong analytical and problem solving skills
7. Strong organizational skills, attention to detail and focus on task closure and quality service delivery consistently.
