Researcher & Training Coordinator: Training for Peace (TfP) Nairobi

The Institute for Security Studies (ISS) is an independent, non-profit organisation.

The Institute works to advance human security in Africa through evidence-based policy advice, technical support and capacity building and has offices in Addis Ababa, Dakar, Nairobi and a head office located in Pretoria.
The ISS/Training for Peace (TfP) is an international capacity building program. The ISS/TfP program focuses on strengthening the African police capacity for peace operations.

The main activities are:

  • Provide adequate capabilities to enhance standardised UN/AU police capacity building training in the RECs/RMs and member countries;
  • Provide standardised and effective police roster systems and operationalize at national, regional and continental levels;
  • Enhance increased participation of women police officers in PSO training and deployment, contributing to the achievement of the objectives of UNSCR 1325;
  • Contribute to formulate and operationalize policies, guidelines, and standing operating procedures pertinent to effective ASF police selection, training, and deployment.
The Researcher & Training Coordinator will be based in Nairobi and will report to the Senior Researcher, Conflict Management and Peacebuilding Division based in Pretoria, under direction of the Conflict Management and Peacebuilding Division Head, and will be responsible for all aspects of programme management tasks allocated, including but not limited to:
  • planning and delivery of program outputs for areas of responsibility;
  • coordination with all African Police Contributing Countries (PCC) who may potentially benefit from the program;
  • financial management;
  • quality control over the training, research and policy products of the program being presented;
  • monitoring and evaluation, and external engagement.
The successful candidate should have served as a senior police, or other appropriate security force officer, with UN and/or AU peace operations deployment experience, providing technical guidance on training, research and analysis on UN and AU and peace missions, as well as policy development support to the AU and regional organisations.
S/he should have an extensive knowledge of conflict issues in Africa, an effective network across the continent and a strong record of publications and policy work in the above fields.
Requirements:
  • A minimum of an Honors degree in international relations, African politics, or relevant field, is desirable;
  • At least 10 years experience as a police officer on mid-management level, including deployment as a Police officer to African Peace Operations;
  • Proven police training experience;
  • Financial project management skills;
  • Excellent research and writing skills, a record of relevant publications;
  • A strong team leader with excellent interpersonal skills, and the ability to work in cooperation with governments and civil society;
  • Experience in providing direct policy support to governments;
  • Excellent English language skills, both written and verbal;
  • Ability to work under pressure and to deadlines;
  • Willingness to travel extensively throughout Africa.
