Food Security and Livelihood Coordinator (Kenya / Somalia)
1 Position
The Kenya / Somalia mission was started in March 2007 and currently includes 5 intervention areas where programs funded by ECHO, OFDA, UNHCR, UNICEF, UN-CHF, and EC are implemented:
Kenya 
In Kenya, SI is implementing a WASH and Food Security/LVH program in Marsabit and Mandera Counties (pastoral north of Kenya), and a Food Security program in the Nairobi slums (currently suspended sue to funding constraints).

The Kenya program strategy is DRR-orientated, while maintaining a significant emergency response component.

Somalia
SI has been implementing projects in Sothern Somalia since 2007. SI’s program in Somalia focuses on resilience and emergency response in the sectors of WASH and Food Security/Livelihoods.
The resilience program includes rehabilitation and construction of water points, agricultural training and inputs (drought resistant seeds etc.), rehabilitation of infrastructure, training/inputs for livestock health, food/cash for work and various livelihoods interventions.
Start Date: 15th January 2014
Duration: 12 months (with possibility of extension)
 
Application deadline: 13th December 2013
Main Working Location: Nairobi with travel to field sites in Kenya (approx. 80% of time in Nairobi). Nairobi is a relatively safe city, although precautions must be taken, especially at night time.
Main risks are from vehicle accidents, mugging, and vehicle hijackings.
 
Current Field Visit locations and their security context: The FSL Co is expected to undertake at least 1 visit outside Nairobi every 4 weeks, with a usual duration of 3-4 days.
Main stakes of the position:
Marsabit and Mandera County program: agriculture inputs (training and seeds/tools); livestock health; fodder production; land reclamation; nutrition awareness; food-for-work; cash for work; study and development of activities that impact on resilience of communities to drought (DRR).

The Food Security and Livelihood Coordinator is under the direct responsibility of the Kenya-Somalia Head of Mission.
The Food Security and Livelihood Coordinator will work closely with the Deputy Country Directors for Kenya and Somalia, and the Head of Somalia Programs and the various Field Coordinators.
The Food Security and Livelihood Coordinator has strong functional links, but no hierarchal link, with the Food Security and Livelihood program managers on the field.

Mission
The FSL Coordinator, as technical advisor on the mission, contributes to the development of Solidarités International’s strategy by developing and proposing sector-based strategies in the field of food security and livelihoods.
He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of FSL activities and general SI objectives to the needs of the local populations.
He/she contributes to the process of capitalization and the improvement of Solidarités International’s FSL methods and techniques.

List of main tasks:

Strategic orientation

  • Propose and develop a sector-based strategy in accordance with SI’s policies and priorities for the intervention country.
  • Oversee and lead to process of programme development through drafting concepts and proposals with programme managers
  • Propose and organize diagnostic missions.
  • Support the head of mission in the monitoring and analysis of SI intervention sectors and the analysis of the donors’ strategies for the organization’s activities.
  • Be the driving force for putting new activities into place.
  • Participate actively in programming work
  • Participate actively in the week of technical coordinators
Relevance and quality of projects
  • Validate the relevance of any assessments carried out
  • Propose and organize evaluation missions
  • Support the programme supervisor/s in setting up a technical approach and assessing the financial, human, and logistical elements of programmes to be implemented.
  • Approve the technical approaches and aspects of projects.
  • Ensure that all programmes are implemented respecting Solidarités International annual operational strategy, technical requirements, and the criteria stipulated by financial backers.
  • Ensure the relevance and consistency of all programmes vis-à-vis the needs of the populations.
  • Ensure that the programmes under his/her supervision reach the required results
  • Ensure that work meets sustainability requirements and that established norms and standards are respected
  • Develop team capacities with techniques and new methodologies
Coordination, technical support and operational monitoring
  • Ensure that resources from the SI Tool Box are used correctly for project cycle management.
  • Ensure that the planning and monitoring timetable is consolidated / validated.
  • Approve quality criteria and performance indicators of the programmes proposed by programme managers.
  • Ensure that monitoring indicators are in place and relevant.
  • With the coordination team, take part in a monthly programme review (budgetary, operational, logistical…)
  • Provide support and advice to logistics for programme material purchasing.
  • Provide technical and methodological support to programme managers for programme planning and implementation.
  • Supervise and support programme managers, monitor and evaluate activities.
  • Anticipate difficulties relating to how his/her tasks are carried out and facilitate the resolution of problems
  • Propose reorientation of activities and indicators according to changing contexts
  • Organize the sharing of experiences among the different field teams (at Food Security and Livelihood managers and Food Security and Livelihood assistant levels) through workshops, regular communications etc.
  • Organize capacity building activities for the various Food Security and Livelihood teams on techniques or new methodologies related to Food Security and Livelihood
  • Validate the relevancy of technical designs or solutions proposed at the proposal level or during the course of the project
  • Support field Food Security and Livelihood teams in preparing Bill of Quantities (including detailed design drawings) for all Food Security and Livelihood activities involving materials and to provide final validation of BOQ for each proposed activity.
  • Provide technical support to the field teams on all Food Security and Livelihood relevant methodologies and surveys (Economic surveys, , impact, Post Harvest surveys).
  • To assist in outsourcing of technical support where relevant.
Capitalization
  • Ensure that SI’s capitalization tools are correctly used and disseminated to relevant HQ departments (technical unit and desks).
  • Participate in the centralization and dissemination of procedures, guides and tools linked to activities
  • Propose improvements on existing tools
  • Form a network of experts, develop technical partnerships with others actors in the intervention zone and regularly keep the technical unit informed
  • In coordination with the technical unit, capitalize on the intervention methods and techniques, and on the experiences acquired by SI and others actors in the field.
  • Ensure that handover reports are written by all programme managers before the end of their contract and that these are sent to headquarters
Personnel management
  • In conjunction with HQ HR, define the prerequisites for technical position openings and adapt existing criteria if necessary.
  • Welcome and brief expatriates working on the programmes
  • Identify training requirements within programme teams and locally available resources
  • Implement technical training in line with operational needs and the training requirements identified
  • Lead workshops, coordination meetings and/or technical exchange programmes
  • Evaluate and assess the performance of collaborators under his/her direct supervision
  • Actively participate in the organization of regional technical weeks and compiling reports on these work sessions
  • Supervise adherence to security regulations by personnel under his/her supervision
Reporting / communication / representation
  • Support the Head of Mission in fundraising and the negotiation and examination of project proposals
  • Convey information to the relevant authorities on security matters or any event having a possible consequence on SI activities and the security of the teams.
  • Consolidate activity reports, supervise the preparation of, review and validate reports and/or amendments
  • Ensure that all reports are delivered on time and in the correct format
  • Validate technical reports
  • In conjunction with the CD, establish and maintain a communication network and good relations with local/government authorities, donors’ representatives, FSL Cluster and cluster partners, UN agencies and other international/national agencies.
  • Ensure that SI is represented at all meetings or forums concerning SI programmes
  • Represent SI when asked and/or delegated to do so
  • Reply to HQ requests regarding specific programme needs

Salary: 290 327 KES/month
 
Gratuity: Every 12 month i.e. 1 month salary
 
Yearly Bonus: 50% of the monthly salary/once a year
