Our client, KEMRI – Wellcome Trust Research Programme based in Kilifi wishes to recruit a suitable person to fill the above position.
Overall Purpose: To recognize and exploit the potential of evolving Information communication technologies in order to support the Programme goals and operations.

Job Profile

Reporting to the Chief Operating Officer the individual will have the following responsibilities:
  • Develop a strategic plan that ensures the efficient operations of all IT functions within the Programme
  • Responsible for developing the IT departments core budget proposals and the management of the IT departments budget, to ensure that resources are deployed to best effect and provide value for money.
  • Develop arid execute an IT policies and standards In line with the Programme’s strategy and ensure effective and proactive communication across the Programme on IT perfomance, policies, procedures and services.
  • Development of service level agreements for IT at the Programme, in consultation with stakeholders.
  • Review of all hardware, software and operating systems and procedures within the programme, in collaboration with the IT Steering Group and other stakeholdere and ensure that these are appropriate to support the needs of the Programme.
  • Manage the introduction, implementation and support of appropriate information and communication technology in the Programme.
  • Develop, deploy and maintain performance monitoring and reporting systems that provide management and technical reports for decision making and operational support
  • Manage the introduction of structured end-user capacity building to ensure optimal and efficient use of all the IT systems/tools available to the Programme.
  • Manage relationships with key stakeholders In the IT industry both internal and external.
  • Provide regular and ad hoc technical and management reports for performance benchmarking
  •  and decision making.
  • Identity opportunities for innovation and foster the development of creative solutions.
  • Overall management of staff within IT, including recruitment, managing staff by performance objectives, staff learning and development
Person Profile
  • A masters degree in IT, Computer Science or equivalent
  • At least 10 years industry experience working with at least 5 years at a managerial level
  • Demonstrable experience in network design and management, development of software based solutions, creation and maintenance of database management based systems or web based applications
  • Demonstrable experience in developing and managing budgets and In negotiating and managing outsourced IT projects or service contracts
