Situational Analysis – Career Guidance Mechanisms and Tools in Rwanda
Introduction
The USAID/Higa Ubeho program is a five-year USAID/PEPFAR- funded program with the goal to increase the use of health and related social support services among the most vulnerable, including orphans and vulnerable children (OVC), people living with HIV and AIDS (PLHA) and their families. The program provides holistic support for vulnerable families through a wide range of services including economic strengthening initiatives to promote self-reliance.
Global Communities (formerly CHF International) through its USAID/Higa Ubeho program has supported over 5000 youths to enroll in one year technical, vocational education training programs. In the 2014 academic year, the program will award an additional 3000 scholarships. To compliment this effort, Global Communities would like to scale-up career guidance and counselling services for youth. However, there is a need to identify existing mechanisms and delivery channels to guide opportunities to support and expand career guidance for youths in secondary schools and vocational training. The findings from this analysis will help the program to identify and select which tools and mechanisms to use within the USAID/Higa Ubeho program.
Consultancy Deliverables
The consultant(s) will identify and meet with key stakeholders, as well as conduct an extensive literature review to understand the range of career guidance services available to students in Rwanda. These findings will be summarized in a detailed report which highlights key stakeholders, key innovations, and key opportunities for leveraging and/or strengthening career guidance services in Rwanda. In summary, the consultant is responsible for the following:
• Identify and meet with key stakeholders to learn about the state of career guidance services in Rwanda.
• Conduct a literature to learn from exiting career guidance services available in Rwanda, including existing tools and mechanisms for delivery.
• Identify and review available mechanisms and tools for providing career guidance in Rwanda, and/or East Africa.
• Prepare a comprehensive (yet practical) report to summarize the above findings – together with recommendations on the best tools for providing career guidance.
Duration of the Assignment
The consultant will complete all of the above deliverables in 12 days, working in partnership with the TVET Task Force at Global Communities.
Desired qualifications

• Advanced Degree in Education.
• Knowledge of the education sector in Rwanda, with particular emphasis on TVET.
• Exceptional communication skills; including interviewing and writing abilities.
• Experience conducting research and analysis of this nature.
