The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental organization that carries out high quality, policy relevant research on population, health and education issues facing sub-Saharan Africa.
The Center seeks to fill the following four positions by January 2014.
Internal Auditor
The Internal Auditor will provide direction and oversight over APHRC’s internal control, compliance and risk management activities.

S/he will advise the organization on potential risks and also monitor for compliance to the agreed action plans.

The ideal candidate will carry out financial as well as performance audits and will team up with the M & E Officer for some of the reviews.
Key Responsibilities
  • Prepare internal audit charter and annual internal audit plans
  • Internal Audit of different units within the organization reviewing compliance to procedures, processes and best practice
  • Make visits to partner institutions from time to time carrying out due diligence, performance and financial audits
  • Initiate investigative procedures in cases where there is a violation of procedures, policies, rules or regulations
  • Act as consultant to other managers and advise them on risk management and compliance issues
  • Periodically review the Enterprise Risk Management (ERM) framework to guide the evaluation of risks for their vulnerability and impact
  • Coordinate the semi-annual review of the risk register. This will entail technical support to the risk champions from the various units in risk assessments and reviewing response plans from the various function/line managers
  • Provide support, education and training to staff to build risk awareness within the organization
  • Coordinate periodic review of grants, partnership and consultancy contracts for the Center advising on key risks
  • Report risks to management, staff and the board of directors
  • Coordinate the external audits
Qualifications and Experience
  • At least 5 years’ experience in internal audit with most of these being in not for profit organization.
  • Candidates who have mainly been in external audit but have at least 2 years’ experience in internal audit may also be considered
  • University degree and professional qualification in finance or audit e.g. CPA, ACCA, Certified Internal Auditor (CIA) etc
Training Officer
Key Responsibilities:
  • Lead effective organization of training workshops
  • Market training programs in various African regions, recruit participants and facilitators
  • Network with human resource managers, talent managers, training coordinators and directors of organizations
  • Lead the development of customized training programs and training partnership initiatives
  • Manage online, email, and phone inquiries and registration from potential participants
  • Manage payments, maintain proper records and liaise with requisite staff to develop promotional materials
  • Facilitate the preparation of training proposals for organizations and funders
  • Prepare training and meeting reports, and facilitate the preparation of board materials
Qualifications and Experience
  • Master’s degree in the social sciences
  • At least 5 years’ experience in a similar position
  • Excellent administration and leadership skills
  • Excellent communication skills
  • Proficiency in French will be an advantage
Human Resources Officer
Key Responsibilities
  • Participate in talent recruitment, selection, on boarding , and retention
  • Maintain staff records and keep them confidential
  • Manage staff welfare/insurance schemes – medical, pension, group life etc
  • Work with the HR Manager to manage the performance appraisal process and track HR budgets
  • Participate in development, review and implementation of HR policies and procedures
  • Prepare staff contracts
  • Write periodic reports on overall HR status at the Center
  • Assist in determination of staff training and development needs, design training programs and ensure their successful implementation
  • Participate in evaluating training programs
  • Manage leave records
  • Manage processes for application for work permits, duty exemptions, visas etc
Qualifications and Experience
  • Master’s degree in Human Resources Management
  • Minimum 5 years’ relevant working experience preferably in an international NGO
  • Strong interpersonal and leadership skills
  • Ability to operate an HR Information System
  • Knowledge of labour laws
Financial Accountant
 
Key Responsibilities
  • Code and post all transactions into the financial system ensuring adherence to finance procedures and allocation of shared resources to projects
  • Ensure payment documents are properly supported and duly approved before posting
  • Prepare periodic reports for payment vouchers and cheques
  • Prepare bank reconciliations
  • Prepare payments to suppliers
  • Distribute imprest, per diems, allowances and other cash withdrawals from the bank
  • Reconcile creditors’ monthly accounts and handle queries from suppliers & clients
  • Provide financial information for planning, budgets, and status on program activities
  • Proper filing and maintenance of accounting records
  • Ensure compliance with internal controls and recommend areas for improvement
  • Prepare withholding tax certificates and submit them to the respective consultants
  • Maintain the fixed assets register
  • Manage VAT Exemption process including initiating VAT exemption application process, and  forwarding to suppliers the exemptions received
Qualifications and Experience
  • Bachelor’s degree plus final professional qualification (e.g. CPA (F), ACCA)
  • At least 3 years’ experience in a similar position
  • Excellent skills in Ms Excel and experience using Microsoft Dynamics is required
