Provision of Consultancy Services for the Baseline Survey in respect of the Project, Strengthening Child Protection in African Union Peace Support Operation
Background
Save the Children International (SCI) is the world’s leading independent organization for children.
As part of our contribution towards ensuring that every child attains the right to survival, protection, development and participation, Save the Children Sweden has been working with armed forces in sub-Saharan Africa (SSA) since 1998 and with the African Union (AU) for the last ten years to promote the rights of children in conflicts, post-conflict and protracted political emergency situations.
Save the children International achieves this overall goal by enhancing capacity of African Standby Forces on child rights and child protection.
Save the Children East African Regional Office (EARO) has received funding from the Swedish International Development Cooperation Agency (Sida), and intends to apply part of the proceeds for procurement of Consultancy Services to assist the regional office in the preparation of project indicators for the development of monitoring and evaluation (M&E) systems.
To support this regional capacity building initiative, SCI is seeking services of a consultant with significant knowledge of M&E of projects and in-depth familiarity with the regional approaches to child rights and child protection.

The Scope of the Services and Objectives of the Consultancy
The Consultant is expected to conduct surveys and key informant interviews in six (6) pre-selected countries within the Eastern Africa Standby Force (EASF) and the ECOWAS Standby Force and deliver on the following key results:
  1. Identify benchmark information and indicators which can be used as point of reference for M&E of the project-Strengthening Child Protection in AU Peace Support Operation (SCPA-PSO);
  2. Review current M&E tools, identify gaps and clear indicators for the SCPA-PSO project;
  3. Strengthening data collection and processing framework, including establishing benchmark indicators to inform the M&E plan for the SCPA-PSO project; and
  4. Provide benchmark information for measuring project achievements and impacts (at the project objectives, intermediate results level) for the SCPA-PSO project.
Deliverables
  • Baseline study tools including: questionnaire/survey plan, format for Focus Group Discussions (FGDs) and key informant interview schedules;
  • Presentation of findings to the Project Management Team (PMT); and
  • A baseline study report with critical analysis of child protection and child rights situation that will inform the development of project indicators.
Qualifications and Experience
  • The consultant (s) shall have Extensive experience (at least 5 years) in qualitative and quantitative data collection methodologies and specific skills and experience in developing monitoring and evaluation systems and conducting baseline studies, preferably within the development sector or peace and conflict in East and West Africa.
  • Minimum of Master’s Degree in Development studies, international relations, peace and conflict, humanitarian affairs, law with specialized training in monitoring and evaluation systems; Ph.D in similar areas will be added advantage.
  • Abreast with new trends in monitoring and evaluation techniques across programs and countries.
  • Demonstrate experience conducting participatory research with children.
  • Good understanding of sensitivity of conflict and security issues.
  • • Demonstrated high level of professionalism and an ability to work independently with tight deadlines.

  • A cover letter or no more than 3 pages introducing the consultant and how the skills and competencies above are met, with concrete examples as appropriate.
  • An outline including proposed methodology, time schedule and work plan
  • A CV detailing relevant skills and experience, including contactable referees
  • Proven record of experience in developing M&E systems
  • One or two examples of a final report of a previous and workshop that consultant has led
