Terms of Reference for Pre Qualification of Rapporteurs

Introduction to PELUM Kenya

PELUM – Kenya is a member of the greater Participatory Ecological Land Use Management (PELUM) Association in East, Central and Southern Africa.

The PELUM Association was started in 1995 and has grown from the initial 25 member organizations to over 210 by 2012.
The members are spread in 10 countries: Uganda, Rwanda Tanzania, Kenya, Zambia, Zimbabwe, Malawi, Botswana, Lesotho and South Africa.
The regional activities are coordinated from the PELUM Association Regional Desk (PARD)) currently located in Lusaka, Zambia. PELUM-Kenya has 42 Members

PELUM-Kenya’s main objective is to promote ecological land use management among the network members. This is carried out through a number of approaches such as  Capacity Enhancement  (CEP);  Research and Information Management (RIM) ;  Campaign, Advocacy and Lobbying (CAL)

PELUM Kenya requires the services of rapporteur(s) for the year September 2013 to September 2014.

The rapporteurs will be expected to write workshop reports, proceedings of meetings and workshops as the case may be and submit the same to PELUM Kenya within agreed timeframes.

Deliverables

Within fourteen days of the conclusion of respective workshop, meeting or conference, the rapporteur will produce an edited report, in an agreed style and structure (see below), on the outcomes of the workshop.

The report will be written in a clear and concise manner. Should the report fail to meet the requisite quality and standard, PELUM Kenya retains the right to partially withhold the second installment of the consultancy fee in order to contract a professional editor.

The structure of the report should have the following as a minimum
  • Title Page
  • Abbreviations
  • Executive summary
  • Introduction
  • Process discussions
  • Summary of findings/action plans
  • Conclusion
  • List of participants
  • References
The following are additional considerations when developing the report
  • Font size: Kindly use Times New Roman, size 12.
  • Spacing: Use 1.0 spacing
  • Pictures and figures: We appreciate photos depicting workshop actions be positioned strategically in the report. Consider having a caption for each photo explaining what the photo is all about.
  • Use of abbreviations: Include all abbreviations used in the report on the page allocated for abbreviations. E.g. CSOs ( Civil Society Organizations)
  • The report is appropriately itemized.
  • The report is well edited and spell-checked.
  • Reader-friendly, of acceptable quality and standards.
  • Properly paragraphed.
Reporting

The rapporteur will liaise with PELUM Kenya staff assigned the tasks of leading/organizing the workshop / conference or meeting to ensure that all expected outputs are achieved.

Qualifications

The rapportuer must have

  • A minimum of a degree or a higher national diploma
  • At least 2 – 3 years’ experience in:
  • Broad experience in rapporteuring conferences and training workshops;
  • Excellent writing and editing skills;
  • Ability to synthesize workshop proceedings
  • Capturing, recording, documenting and reporting facilitation and engagement discourse;
  • Excellent written report writing skills and ability to interact cross-culturally and across different levels.
