In response to the South Sudan crisis, Save the Children’s child protection programming is scaling up the provision of case management services to vulnerable children and strengthening FTR to unaccompanied and separated children.

The post-holder will be Save the Children’s focal point for FTR/CM and will support the coordination of FTR, Alternative Care and Case Management activities within South Sudan.

It includes: technical support, mentoring, coaching, training and capacity-building of relevant staff in all field locations; providing case management support to individual cases; supporting the development and implementation of internal and inter-agency Standard Operating Procedures and Guidance; and supporting the implementation of the CPIMS+ roll out.

The overall role of the FTR/Case Management Specialist will be to lead on the quality of Save the Children’s case management/FTR programme, the Unaccompanied and Separated Children Working Group (UASC WG) and co-lead the Interagency Case Management Task Force (CMTF) under the supervision of the Child Protection Technical Specialist.

Roles for the Case Management Specialist Job

  • Lead and coordinate the national UASC WG and liaise with stakeholders to ensure that Save the Children fulfils its commitments in terms of FTR and Case Management (coordination, leadership, capacity building)
  • Work with the Country Office, UNICEF, partners and other relevant technical and field staff on the roll out of strong national and programmatic Case management including of Unaccompanied and Separated Children
  • Along with the CPIMS Manager prepare and disseminate relevant Child Protection and FTR reports and data at national level and analyse weekly data/statistics and highlight trends, outstanding actions and concerns (such as non-compliance to procedures, incorrect data, etc.)
  • Responsible for ensuring that FTR and CM technical capacity is developed across all agencies and locations, with a commitment to innovation and efficient programming
  • Where needed lead or assist on multi sectoral/ sectoral assessment, program design, and support fundraising, and recruitment
  • Review and support proposal design and development for FTR/CM programmes across the South Sudan regional response locations.
  • Communicate best practice and transfer knowledge internally and externally
  • Coordinate with MEAL/CPIMS team to develop strong FTR/CM monitoring systems and indicators and ensure that they are tracked periodically

Case Management Specialist Job Qualifications

  • Education to MSc/MA/MEng level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
  • Significant management or advisor level Child Protection experience working in emergency contexts or fragile states
  • Previous experience and strong skills on UASC response, FTR, alternative care and case management
  • Experience in psychosocial support programmes for children, MHPSS background a plus
  • Experience of and commitment to working through systems of community participation and accountability
  • Experience in monitoring and evaluating child protection programmes in an emergency, transition and development contexts
  • Experience in capacity building and in strengthening partners and various duty bearers understanding of and response to child protection.
  • Experience of representation and ability to represent SC effectively in external forums.
  • Excellent communication skills and influencing skills and experience in advocacy
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy
  • A high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Experience of dealing with alleged cases of child abuse, and able to demonstrate a holistic case management approach in responding to these that is professionally and ethically sound, and demonstrates the best interest of the child and other key CP principles.
  • Excellent knowledge of, and experience in using, established inter-agency standards and guidelines in child protection, such as the Inter-Agency Guidelines on Separated and Unaccompanied Children, Child Protection Minimum Standards in Humanitarian Action, the Paris Principles and 1612 MRM procedures.
  • Experience of UN clusters and the international systems for child protection, including experience chairing and/or leading inter-agency cluster coordination mechanisms
  • Proven experience in reporting, information management and statistics Excellent IT skills including the use of Excel and database software
  • Ability to meet deadlines and work under pressure
  • Willingness to travel and work regularly in field sites with basic standards of living and minimal comfort
