NRC BRCiS Proposal Development Consultant Opportunity in Somalia October 2017
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents.
The BRCiS Consortium consists of Norwegian Refugee Council (lead), CESVI, Concern Worldwide, International Rescue Committee and Save the Children.
Activites
Work with the program design team to build upon the existing BRCiS proposals, structures and methodologies, and prioritize areas of change for BRCiS 2 rooted in tangible actions.
Identify components where greater structure is needed and develop consensus on frameworks among the Consortium Members.
Produce short programme component summary and seek Members validation
Organize proposal documents structure that provides a clear problem-centred logic and prioritizes both technical resilience and operational-process approaches to support a continued progression of “doing things differently.”
With guidance of programme design team and existing materials, draft proposal narrative and expanded programme architecture narratives including the following frameworks or plans:
- Conceptual and Analytical Frameworks
- General early warning approach
- Learning Agenda and Resilience Measurement Approaches
- Formal Programme and Process (2) Log-frames
- Area targeting approach and associated high-level cost-per village and cost-per beneficiary assumption justification
- Optimized budget structure approach to ensure flexibility and clarity between members and lead
- Provide final submission-ready proposal and associated documents.
- Ensure final submissions conform to all donor requirements
- Brief proposal component summary
- Draft overall proposal narrative, logframes and associated annexes
- Final submission ready proposal including all documents required by donor
- Final Conceptual and Analytical framework
- Final Learning and Measurement framework
- Final area targeting approach and cost-per village & cost-per beneficiary assumption justification
All deliverables will be built through a participatory process with all Consortium Members, bi-laterally and through the facilitation of workshops/meetings.
Qualifications
- Lead consultant must have at least seven (7) years of relevant work experience on Resilience programmes in lower and middle income countries (including but not limited to the Horn of Africa), with experience in providing technical assistance to multiple stakeholders within the resilience field (including but not limited to INGOs, USAID, DFID and private sector stakeholders).
- Demonstrated participation and networks within leading resilience CoPs, including but not restricted to TOPS and MEL CoPs and network or association with a leading resilience organization.
- Published works on applicable resilience learning and/or measurement guidance.
- Proven experience developing proposals for DFID following all procedures and regulations.
- Ability to produce necessary deliverables independently and with proposal design team throughout the proposal development process in a timely and professional manner.
- Outstanding interpersonal, English writing and English oral communication skills.
- Experience facilitating a diverse stakeholder groups, influencing the group with new ideas and building consensus on the same.
- Must maintain an openness and flexibility to programmatic approaches in order to adapt new ideas to meet the expectations of key stakeholders.
- Strong computer literacy including the design of in-document visualizations that support understanding of proposal content and conceptualizations.
- Must be available to work from Nairobi for the duration of the assignment.
- Work is approximately expected to take place over a 45 day period.
- All work must be completed by December 15th 2017.
- Consultants open to building upon this experience in further partnerships with BRCiS in 2018 are preferable.
