Program / Department Summary: Mercy Corps implements high-quality, analytical development work in very difficult places.
We have been operating in Kenya since 2008 and are presently implementing development programs across the Central, Rift Valley, North Western and Northern Eastern regions of Kenya.
The PEACE III Program is a USAID-funded program’s goal is to strengthen cross-border conflict management in the Horn of Africa which is centered on strengthening the horizontal and vertical linkages within and between local, national, and regional conflict management actors.
The program is being implemented in the Lokichogio / Kapoeata, South Omo / Lake Turkana and West Pokot / Amurdat border areas with operational offices in Lodwar, Turkana County and Moroto Uganda.
Working with and through local implementing partners, the program aims to build the capacity of community peace leaders and organizations at the grass-roots levels while strengthening inter-personal and inter-communal collaboration at all levels.
General Position Summary: The Karamoja Cluster Program Director (KCPD) will play a key leadership role in the implementation of a proposed five-year program to mitigate conflict and support peace in select Intergovernmental Authority on Development (IGAD) member states.
Overall the program seeks to build and strengthen cross-border conflict management mechanisms in the Horn of Africa through Mercy Corps’ extensive experience strengthening cross-border conflict management in the Karamoja region.
The KCDP will assume overall leadership and responsibility for the implementation of all project activities in four designated zones of West Pokot / Amurdat (Zone 8); Moroto / Loima – Turkana (Zone 7); Lokichoggio / Kapoeta / Kaabong (Zone 6) and Lake Turkana / South Omo region (Zone 5).
The KCDP will manage all staff and resources to ensure that the program meets its targets and deliverables on-time and within budget.
The KCPD will supervise key program staff and ensure accountability to Mercy Corps policies and donor rules and regulations.
S/he will be the primary program representative in the Karamoja Cluster with relevant government entities, partners, other implementers and external stakeholders.

Program Management
- Provide leadership and strategic vision as a key member of the Senior Management Team in close coordination with the PEACE III Chief of Party and Deputy Chief of Party;
- Provide technical guidance to key activities through regular and frequent field visits to all project sites;
- Ensure that program implementation is responsive to communities and partners, and aligned with Mercy Corps’ principles, values and strategic plan;
- Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts;
- Monitor adherence to sub-grant agreement, Mercy Corps policies and procedures and relevant external rules and regulations;
- Oversee performance of sub-grantees;
- Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures;
- Implement and model Mercy Corps’ philosophy of 3Is of Impact, Innovation and Influence;
- Coordinate with program and finance and administration staff to ensure operational systems are in place to support field activities including logistics, procurement, security, administration and human resources.
Coordination and Representation:
- Represent the Program at government, donor, NGO and other relevant events in the field, in close coordination with the Chief of Party and Deputy Chief of Party;
- Coordinate activities with the sub grantees, local government and other implementers, as well as with other Mercy Corps programs.
Team Management
- In close partnership with the COP and DCoP, create a work atmosphere conducive for professional growth and development of excellent personnel at all levels;
- Implement, and ensure all team members are effectively using, the performance planning and management system, establishing performance expectations and regularly providing constructive feedback;
- Promote accountability by conducting staff annual performance reviews with direct supervisees, and ensuring that supervisory staff do the same.
Security:
- Work closely with the regional and country-level security focal points to develop and maintain systems that ensure the safety and security of the team in all aspects of its work.
- Ensure that programs are designed and implemented with a clear analysis and understanding of security management priorities.
Other
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;
- Other duties as assigned.

Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts toward accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.

Reports Directly To: Deputy Chief of Party
Works Directly With: CoP, Technical Unit, Mercy Corps and Pact HQ technical advisors, Country Directors.
Knowledge and Experience:
- BA/S in peace-building and conflict management, social sciences, international development, political science, or other related field is required; An advanced degree is preferred;
- Minimum five (5) years of relevant professional experience managing and implementing complex peace-building and conflict management projects, preferably with USAID programs;
- Preference given to candidates with experience working in the Karamoja cluster (Uganda, Kenya, South Sudan, and Ethiopia);
- Demonstrated ability to effectively manage staff working in multiple locations affected by conflict;
- Demonstrated ability to work effectively with communities, civil society, local government representatives and other stakeholders;
- Demonstrated ability to communicate effectively in English, both verbally and in writing;
- Demonstrated flexibility and creativity in planning and problem solving;
- Proven ability to learn quickly, lead a program to achieve stated results and objectives.
Success Factors: The successful candidate will have excellent verbal and written communication skills and M&E skills.
S/he will be able to establish good inter-personal relationships and network, and have already established relationships with and/or substantive knowledge of key players in East Africa.
