The Director Information & Communication Technology will head the ICT Department and will be reporting to the Chief Executive Officer.

ICT Director Job Responsibilities

  • Prepare strategic and operational plans for the ICT Department to ensure that all ICT tools, processes and systems are in place to meet the IT requirements
  • Plan and coordinate all IT functions in the Council and provide strategic direction for the Council and assist with implementation of ICT systems.
  • Establish efficient and effective ICT systems in the Council
  • Integrate ICT into Councils operations and institutionalize automated systems for performance management
  • Establish and implement effective ICT risk management Security and disaster recovery strategies of the Council. Plan to minimize the risk of data loss, breach of privacy and confidentiality for the Council.
  • Co-ordinate, monitor and evaluate ICT program activities as well as implement ICT projects within the organization;
  • Prepare ICT status reports and ensure that professional standards and guidelines are adhered to;
  • Undertake periodic review of ICT system projects and procedures and recommend improvements;
  • Co-ordinate development review and update existing policy regulations on ICT management
  • Prepare and execute medium plan and annual budget for the ICT department
  • Provide leadership and strategic direction for the department.

Qualifications for the ICT Director Job

  • Masters Degree in Computer Science/Information communication
  • Technology/Electronics Engineering or equivalent qualification from a recognized institution;
  • PhD in a relevant field will be an added advantage;
  • Have served as Deputy Director, ICT for a minimum period of three (3) years or have 18 years cumulative relevant work experience, three (3) of which should have been at managerial level handling ICT related activities in a recognized institution. Those below Job group ‘Q’ in Government or TSC or its equivalent need not apply;
  • Must have analytical skills, be a team player with a passion for creativity and innovation
  • Professional ICT qualifications such as CISCO, MCSD, OCP, MCSE e.t.c.
  • Record of successful delivery of large ICT systems development implementation and integration as a project leader;
  • Candidates who have attended the Strategic Leadership Development Program lasting not less than six (6) weeks from a recognized institution will have an added advantage.
  • Leadership and integrity qualities as set out in chapter 6 of the Constitution and demonstrated compliance to the public service values and principles as defined in the Constitution.
