Job Title: ICT Manager
Job summary: Reporting to the Chief Executive Officer, The incumbent shall be responsible of the following overall responsibilities:
- Strategic planning for ICT in line with the short / medium term Corporate strategy,
- Implementation and operational management of the organization’s ICT needs, including the implementation and integration of system and technology initiatives necessary to achieve organizational goals.
- Budget planning, procurement, negotiations, contracts, SLA, payments & vendor relationship, ICT & business projects, solution evaluation, selection & implementation,
- Develop, recommend and document ICT policies, standards, procedures, organization structure, staff matters,
- Management / User support & consultancy in terms of technology solutions, processes, integrations, security controls, business continuity, technology trainings, optimization and utilization of technology, solution design & assessment,
- Group companies – Provide technology support & consultancy; solution evaluation & selection; support for documentation including policies, procedures, contracts, SLA.
Key Duties
ICT Strategic & Operational Management:
- Planning, preparation and recommendation of ICT Strategies and Objectives. Oversee the execution of agreed ICT strategic plan,
- Planning and recommendations for ICT Organizational structural changes to handle business growth needs and requirements,
- Regular review of ICT capacity and skills, Resource planning and provide relevant support and recommendations,
- Planning and preparation of ICT Budget.
- Coordinate and supervise ICT Procurements.
- Provide ICT technical inputs to the Management to facilitate effective decision making,
- Provide update on various ICT initiatives to the Board.
- Oversee the implementation of various audit (internal & external) recommendations and provide regular updates on ICT Risks and ICT Audit Action Points to BRC and BAC
- Provide all necessary information and details to the IT Steering Committee and under various discussion points to facilitate effective decision making.
- Participate as member in various Project Steering Committees and provide technical inputs and support for Business Projects & New initiatives
Management of ICT Department
- Review and implementation of ICT procedures prior to approval,
- Provide technical knowhow / training to ICT team and monitor regular performance and provide relevant feedback to HR,
- SLA performance assessment of all ICT Infrastructure, Applications and Services,
- Authorization for the systems tasks handled by ICT,
- Review ICT Projects / activities and enhance & optimize ICT capabilities,
- Review, recommend and implement System Change / Configuration Management, system design / process,
- Review / analyze system / solution design and executions,
- Provide regular guidance to the ICT team and monitor overall achievement of targets against agreed deadlines;
- Coordinate procurement process as per the approved guidelines,
- Coordination / Liaison with vendor to monitor and close escalated issues for ICT Sections;
- Monitor & follow-up service availability matters internally and externally for systems under ICT Sections;
- Review, recommend and implement parameterization / configurations as per process and procedures for performance optimization for systems under ICT Sections;
Projects Management
- Provide technical support / resources for Business Projects,
- Provide Project Management for projects initiated under ICT Sections, Facilitate procurement process as per the approved guidelines.
- Provide inputs and recommendations to facilitate designing, review & approval of Requirement Specification document.
- Coordinate System Integration Testing (SIT) and provide technical support for User Acceptance Testing (UAT)
- Coordinate and provide support for Go Live / Handover including User Access Management, System/Technical Manuals and technical trainings.
ICT Governance, Quality Control & Service Availability:
- Supervise and provide inputs for external and internal ICT audits / assessments,
- Review and monitor service availability under ICT Sections
- Periodical review of ICT processes and procedures
- Monitor technology optimization & control activities
- Monitor BCP /DR related activities
- Critical review of Contracts and SLA for ICT and business projects to ensure the stipulated terms and conditions are acceptable to the bank (avoid hidden risks and costs)
Academic Qualifications
- Masters in Business Administration is an added advantage
- Bachelor’s Degree in Computer Science, IT ,Computer Engineering or Information Systems
Professional Qualifications
- MCSE, MCSD, MCCP, ITIL, Prince 2, PMP and/or, CISA
- VMware, NETAP infrastructure
- Oracle, SQL
- Experience in Microsoft .NET, Visual Basic and HTML.
- Experience working with an ERP system.
Experience
- At least 12 years’ experience in data processing, hardware platforms and enterprise software applications, with 5 years in Management level
- Technical experience in systems , databases and web development and in user support.

- Vendor relationship management skills.
- Strong negotiation skills for ICT related procurement and supplier relationship management.
