The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), is a Global leader in the fight against Pediatric HIV and AIDS, working in 15 Countries at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. 
In Kenya, EGPAF works in partnership with the Ministry of Health and various County Governments to support HIV Prevention, Care and Treatment.
EGPAF is mainly funded by PEPFAR through The Centers for Disease Control and Prevention (CDC), The United States Agency for International Development (USAID). 
EGPAF in Kenya is recruiting for a Prevention Technical Adviser.

Reporting to the Project Director,  the Prevention Technical Adviser will coordinate and facilitate all the Pamoja Homabay prevention activities including HTC, linkage to care, retention to care and community mobilization and up on outcomes of retention for Pamoja Homabay supported sites.

 

 

Responsibilities
  • Work closely with the CHMT to support Coordination of Prevention activities within the supported region and sites, including coordinating CHMT support for the sub counties.
  • Will be the team lead for the Prevention program as well as the one responsible for the results of this project area.
  • Responsible for the coordinating the Prevention  project officers to develop weekly, monthly and quarterly work plans and review the Project officers budgets and requisitions for technical soundness.
  • Coordinate Identification of training needs and support implementation of relevant training modules targeting medical staff, HTC providers, Linkage counsellors, peer educators and CHWs in relation to the current scope of Pamoja support to these sites.
  • Support the Prevention project officers in their routine weekly sites support supervision along with sub county HMT Members to provide support supervision to health facilities and communities.
  • Monitor implementation and progress of HTC at OPD, IPD, special clinics, identification of HIV+ clients, linkage to care, retention and adherence to care  as per the projects targets
  • Work closely with the SI TA to ensure all facilities are provided with their prevention targets and dash boards, and through the project officers ensure that these are updated on a monthly basis
  • Work closely with the lab project officer to ensure quality assurance in HTC is maintained at the expected standards
  • Work closely with the Care and treatment as well as the PMTCT TAs to ensure coverage of antenatal clinic attendance, uptake of skilled delivery, HEI enrolment and follow up, mother-baby pair retention and cohort outcomes for maternal HAART as well as HEIs.
  • Will be a member of the senior project management team as well as take part in the donor review meetings on a quarterly basis and SIMS sites visits
  • Coordinate continuous availability of vital commodities equipment, furniture and the various monitoring and evaluation tools required for functional Prevention activities.
  • Work with project officers to ensure support, counselling and health education is provided to HIV+ mothers within the health facilities.
  • Identify and mobilize NGOs/ FBOs / CBOs that will be the link to the community for Prevention activities.
  • Participate in the various relevant TWGs in the county and supra county levels
Requirements
  • Master’s degree in Public Health, Social and/or Behavioral Sciences or a related field, with specific emphasis on community-level health promotion and/or education
  • Minimum seven years of experience in designing and implementing large-scale community-level HIV prevention programs involving multiple stakeholders. Four of those years should be in a technical leadership/management role for a project of similar size and complexity, including experience with direct supervision of professional staff
  • Demonstrated knowledge of evidence-based and promising behavioral and structural HIV prevention interventions, best practices in community health interventions and linkage to services, and approaches to addressing gender issues relating to HIV prevention
  • Prior experience in building community competency and capacity for improving health and use of participatory methodologies for planning and implementing local-level activities
  • Excellent interpersonal, training, facilitation, team building and problem solving skills
  • Experience in establishing and sustaining working relationships with  various stakeholders; the Government of Kenya Ministries of Health at County and Sub-county level

  • Strong interpersonal skills and ability to work with others in a multi-cultural team environment
  • Strong skills in diplomacy and relationship building with a variety of partners and stakeholders including the MOH and National, County and sub-County levels
  • Excellent communication and writing skills
  • Excellent organizational skills, ability to work independently, assess priorities, and manage a variety of activities with attention to detail
  • Strong project management skills
  • Ability to travel domestically for service delivery monitoring up to 60% of the time
