Introduction: The African Virtual University (AVU) is a Pan African Intergovernmental Organization established by charter with the mandate of significantly increasing access to quality higher education and training through the innovative use of information communication technologies.
The AVU Business Plan 2009-2014 has two main thrusts:
Some of the Not-for-profit development services were delivered from 2005 to 2011 through the AVU Multinational Project I, funded by the African Development Bank (AfDB) and implemented in 10 African countries.
The AfDB is funding a second phase of the Multinational Project which will build on the first phase and will extend its benefits to more countries.
The AVU Multinational Project II will be implemented in 27 AVU Partner Institutions in the following 21 countries: nine (9) Francophone African Countries: Benin, Burkina Faso, Burundi, Cameroon, Democratic Republic of Congo, Mali, Mauritania, Niger, Senegal; three (3) Lusophone African Countries: Cape Verde, Guinea Bissau and Mozambique; and nine (9) Anglophone African Countries: Gambia, Ghana, Kenya, Namibia, Nigeria, Rwanda, Sudan, South Sudan, and Tanzania.
To successfully implement the enhancement of the capacity of AVU, the organization wishes to engage an ICT Policy in Education Consultant who will be responsible for reviewing the AVU ODeL policies and supporting AVU to provide technical assistance to governments and partner institutions in the areas of Distance and eLearning policies, quality assurance and eLearning infrastructure.
Scope of Work
- Review and update the AVU ICT in Education and ODeL Policies, including Open Educational Resources (OERs) and Massive Open Online Courses (MOOCs)
- Develop a toolkit for the development, implementation and assessment of ICT in education policies for selected AVU partners, including governments and partner institutions
- Provide training and coaching on ICT Policies in Education
- Develop a database of existing ICT in Education Policies in Africa
- AVU ICT and ODeL Policies reviewed and updated
- Toolkit for the development, implementation and assessment of ICT in education policies developed
- Training on ICT in Education Policies provided
- A database of existing ICT in Education Policies in Africa developed
- Advanced university degree in Education or related field (preferably at Ph.D. level)
- Experience or qualification in ICT in education and ODeL policies is required
- Experience in successfully conducting similar tasks is required
- Demonstrated skills and experience in the design, development and implementation of educational policies, as well as training in the same area.
- Excellent communication and report writing skills
- Experience in online facilitation of training/meetings/webinars
- Record of scholarly publications in the areas of policies related to education, ICT in education, open distance and eLearning, Open Educational Resources, Massive Open Online Courses (MOOC) or Mobile Learning is and added advantage.
- Qualification and/or experience in ICT Integration in Education is an added advantage.
- Strong organizational skills and demonstrated experience in networking. Knowledge of and/or experience in Anglophone/Francophone/Lusophone higher education systems is an added advantage
- Language: strong knowledge of English is required. Preference will be given to bilingual candidates English – French. Knowledge of Portuguese will be an added advantage
- Computer Skills: Microsoft Office, Power Point, Excel, Access, MS Project, MS Project, Internet Skills.
This is on a consultancy basis

6. Reporting: The Consultant will report to the AVU Rector.

Selection will be based on qualification and experience in accordance with African Development Bank Rules and Procedures for the Use of Consultants covering Individual Consultants 2012
