Call for Expression of Interest (EoI) to Develop Kajiado County’s Sustainable Charcoal Harvesting Policy and Review Lamu County’s LAPPSET Policy (Draft)
Background and Introduction: Norwegian Church Aid (NCA) is a development organization that has been operating in Kenya since 1984.
The organization has 3 key areas of work, namely; Climate Justice (both Climate Change Adaptation and Mitigation); Gender Justice (Women in Governance and Gender Based Violence); as well as Livelihood & Trade.
Since 2007, NCA has been working with a movement of young people called the Kenya Youth Climate Network (KYCN) in advocacy issues, particularly on matters related to Climate Change.
In May 2014, NCA received a grant from Act Change Transform (ACT!) under the Changieni Rasili Mali (CRM) facility to implement a one year programme.
The project will mainstream Climate Change Adaptation (CCA) within the County governance systems through youth led action and advocacy (act-vocacy) interventions in awareness raising, capacity building, lobbying and advocacy for policy interventions and pilot CCA models in Kajiado, Tana River and Lamu Counties.
 

 About The Project: One of the objectives of this project is to work with the targeted 3 Counties to influence their policy makers, both at the assembly as well as the executive to adopt and domesticate the National Climate Change Action Plan (NCCAP) at their levels.

In achieving this, the project held 2 County Policy consultative meetings with key officials from Kajiado County, to discuss the NCCAP and possibilities of its adoption at the county level.
Out of the consultations, stakeholders prioritized development of a ‘Sustainable Charcoal Harvesting Policy’ as the key priority in terms of policy development.
Additionally, 2 similar consultations were held with key policy makers from Lamu County. As a result, a draft LAPPSET policy has been developed.
This consultancy therefore seeks the services of a consultant to draft a ‘Sustainable Charcoal Harvesting Policy’ for Kajiado County, and to review the draft ‘Lamu County LAPPSET Policy’.
The outcome policy documents will thereafter be subjected to different forums for comments before being tabled at the assembly for debate and enactment.
Terms of Reference
The work/TORs will entail the following:
  1. Facilitate a consultative meeting with key stakeholders from Kajiado County to gather opinions and inputs that will go towards the ‘Sustainable Charcoal Harvesting Policy
  2. Informed by the inputs/discussions from the consultative meeting, develop a draft County Sustainable Charcoal Harvesting Policy
  3. Present the draft policy to the different stakeholders for comments and inputs, and thereafter consolidate the inputs and finalize the policy
  4. Review draft Lamu County LAPPSET Policy and finalize it into a Policy document
NCA is seeking the services of an experienced policy drafter to carry out the above assignment.
The Expression of Interest (EOI) should indicate the following;
  • Daily professional fee for the consultation processes as well as during presentation of the draft policy document
  • Cost of developing the draft County Sustainable Charcoal Harvesting Policy (number of days it will take as well as daily rate for the exercise).
Procedure for Application
Qualified consultants should submit their Expression of Interest (EOI) on or before Wednesday 29th April 2015 Close of Business (COB).
