ICT Consultant for Web Site Revamping / Redesign for APEI

Organization Website Development / Design
Background: Alemun Pastoralists Empowerment Initiative (APEI) is Public Benefit Organization (PBO) operating in Turkana South Sub County in Turkana County.
The organization main objective is to enhancing and strengthening capacities of pastoralist communities for secured livelihoods.
The interventions geared towards secure livelihoods and strengthening governance systems of community groups for sustainable socio-economic development.
The idea was born out of a realization that most community member groups lacked basic information, skills and capacities necessary to stimulate their participation in community development activities for self- reliance.
The organization has secured funds for self-capacity development from Kenya Community Development foundation to strengthen its systems and policies formulation. Revamping of Organization existing web site is among objectives of CD project.
The organization seeks ICT expert in web development/design to revamp the APEI web site. The activity is scheduled to be completed within 2 weeks.
Description
The main goals of the organization website include providing an exclusive visibility of programs and projects, to enable members to maximize the impact of their work, fostering cross-cultural understanding and cooperation.
The selected Vendor will work in close consultation with the Program Management (e.g. concept, features, framework used, use of plugins…).
Contract will be awarded according to the lowest priced, most technically acceptable and creative proposal.
In order to assess creativity previous work of applicants will be evaluated based on its originality and visually captivating graphics.
The Service Provider will be assigned the following tasks:
  1. Design a website taking into account the features listed in section III.
  2. Develop the website upon validation of the design in consultation with the Program Coordinator.
  3. Technical integration and testing across all agreed browsers and platforms (IE 6,7,8; Safari 5.1; Firefox; and iOS devices).
  4. Provide maintenance: Maintenance must be provided for the duration of the contract. Services must be completed within one week of request (Please indicate maintenance fees separately in your estimate).
Features of the website
The website developed should:
  • Comply with web standards HTML5 and use CSS3 technology. Features built using CSS3 should be non-essential and discussed with the Program Management Specialist-Intercultural Innovation Award;
  • Be creative and visually captivating;
  • Look good on small and big monitors;
  • Present content using features and applications to be agreed with the Program Coordinator.
  • Make use of WordPress 3.6 with custom post types and be upgradable to WordPress 3.7;
  • Be accessible across most popular browsers (see above) and be testable with validation tools;
  • Contain at least the following section/features:
  1. TIME BANK ( where all the requested needs posted by members of the network will be showcased)
  2. REQUEST A SERVICE (members should be able to post a request indicating the information listed below)
  1. Project title
  2. Number of hours
  3. Deadline
  4. Skill(s) needed
  5. Areas of impact
  6. Summary
  7. Project details
  8. Deliverables.
Once the process will be completed the number of hours should be allocated in both profiles.
Board of Management: All members should be featured on that section providing the following information:
  • Personal information;
  • Information about the organization.
  • Profile picture;
  • Contact settings:
  • All members added to a private Facebook group that will be the main communication tool; APEI blog, twitter, open staff and organization e-mails, organization Facebook page
  • Needs digest:
Timeline
The website should be designed and developed according to the following schedule:
  • By 10th June 2015, the following must be completed: Concept, main structure of the website, home page and sections.
  • By 10th June 2015, the Beta Version must be launched.
  • By August 5, 2014: Completion of design and development.
Payment and Intellectual Property
Payment will be made in instalments based on milestones of work completed.
However, the exact terms will be negotiated with the Vendor before the signature of the contract.
Upon payment the APEI and the Vendor agree that the APEI shall acquire ownership of all assignment deliverables in their tangible and intangible forms (both hard and soft copies) and the right to use them as deemed fit.
The deliverables may thus not be published or used without the express permission of the APEI.
