Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.
 
MSF Switzerland (MSF-CH) is currently seeking to employ a qualified candidate for the following position:
 
Function:    Deputy Medical Coordinator

Scope of responsibilities:
 
The Deputy MedCo is the same than the MedCo, but works under his/her responsibility. They share

the work ad hoc according to objective criteria (known by all staff in the mission) taking into consideration sustainability in the treatment of the different dossiers.

 
The Deputy MedCo is able to replace the MedCo and in that case take the overall responsibility of this position.
 
Member of the coordination team, the Deputy Med Co is responsible for medical aspects of the
Mission especially regarding: The project cycle, “Temoignage”, leading of the medical team.
He/She will have the following scope of responsibilities;
 
  • Know and apply rapid assessment tools and procedures (e.g. population count…etc.)
  • Carry out analysis of data collected, calculating indicators
  • Know and apply sample collection and shipment protocols
  • Define target population of a future programme
  • Define medical operational priorities and strategies in the development of a project proposal
  • Write the plan of action and build the logical framework
  • In collaboration with the field team challenge/adapt medical operational priorities and strategies through the annual plan of action and logical framework writing
  • Monitor the programme through data analysis and field visit, give feedback to the team, and exchange medical information
  • Report data and data analysis to the Med Co through regular reports. Put in perspective difficulties encountered and context of the project
  • Participate to capitalization of experience (through the relevant documentation and reporting)
  • Ensure continuity of the mission in keeping history of the mission
  • Carry out an efficient pharmacy and medical equipment management (e.g. medical orders…), in collaboration with logistics.
  • Participate to the budget definition and quarterly review. Participate in providing justifications for all medical budget lines.
  • Provide expertise and support to the elaboration of medical positioning linked to field operation:
  • Bring concrete and medical data to document on distress and consequences faced by populations
  • Validate medical aspects of documents to be distributed for lobbying activities
  • Promote lobbying message and policies to health actors and health policy makers
  • Knowledge of policies, guidelines and minimum packages developed within MSF. Knowledge and utilization of MSF medical database. Keep updated HOM and FC about these new orientations and policies. Technical support to the field
  • Update on medical issues: research of the medical information and literature review
  • Medical research: participate in the operational research protocols writing and find the relevant focal point persons in the country
  • Raise awareness and debate on medical ethics
  • Ensure staff health (including staff mental health): application of the national staff health policy and support expatriate health
  • Define the medical human resources needs. Ensure a correct mission organisation chart, accurate medical job description and application of correct recruitment criteria
  • Carry out individual briefings/debriefings, follow-up, individual evaluation, technical evaluation, needs for training
  • Carry out coaching of a team, conflict resolution, validation training contents
  • Know and disseminate the MSF charter and principles
  • Apply and defend the MSF framework of intervention
  • Know the Country Policy Paper
  • Carry out medical context analysis
  • Ensure representation, argumentation and negotiations about the MSF medical projects (authorities and institutions, other NGOs, other MSF sections).
  • Has an interest in the MSF associative “spirit”, and take an active part in the decisions regarding general orientations of MSF.
  • Bring elements and information to the head of mission regarding security context (social and political situation)
Recruitment criteria:
 
Education:  
  • Recognized medical doctor or paramedical diploma/degree, registered with Medical practitioners and dentist board.
Experience:
  • 2 years’ experience in Tropical Medicine and Public health with basic epidemiological background.
MSF Experience:
  • Has experience as Field Coordinator or Medical Field Referent
  • A minimum 2 year experience with MSF
Language:    Fluent spoken and written English. (Computer Literate).
