Project Summary: Improving resilience of pastoral communities in Garissa County of Northeastern Kenya to drought through sustainable natural resource management is a Project supported by the Intergovernmental Authority on Development (IGAD). The project seeks to build resilience of the pastoral communities to climate change especially drought by improving natural resources management. 
The project will improve the state of natural resource management through implementation of land rehabilitation and restoration work on degraded rangelands, improving sustainable use of natural resources through community based rangeland management programs, integration of environmental considerations into all economic planning and programming activities in the region, galvanizing community support for environmental protection and sustainable use of resources and building government and community capacity to manage shared natural resources.

Position Summary: FaIDA is seeking a qualified consultant or team of consultants specializing in conducting baseline assessments in the field of Natural Resource Management with specific reference to land rehabilitation and restoration of degraded range lands, including Biodiversity inventorying and institutional capacity development. 

The consultancy is for a period of 30 days, beginning in September, 2014, and will include desk review work, field level primary data collection, collection of existing secondary data on land management, stakeholder consultations, data analysis, report writing, review and possible revision of the log frame and presentation of the findings to FaIDA top management. 
Collection and analysis of data in technical areas like land use pattern, land classifications, spatial information and analysis of climate data to characterize the prospects in the area as applicable should be part of the baseline assessment process. 
The study will also include Biodiversity inventorying proposing conservation measure for critical biological resources endemic to the area, profiling community needs especially with regards to water and energy, livelihood strategies and community shared natural resources for management.

Objectives of the Assignment: The purpose of this NRM baseline is to make an initial measurement of the expected long-term impact for monitoring the success of the project actions. 
The assessment will serve as the base measurement of the key indicators of the project, thereby setting the basis for the project M&E systems. 
The overall objective of the baseline is to inform actors involved regarding the actual situation in relation to NRM and rangeland issues at the initiation of the project and support the design of the interventions to maximize impacts.

Specific objectives of the baseline survey are as follows:
  • Conduct natural resources baseline survey in all of the four wards of Garissa County (Sangailu, Saka, Korakora and Alikune) to document the state of the environment and issues around NRM highlighting underlying causes of degradation of rangelands and forest resources.
  • Assessing knowledge, attitudes and perceptions of community members on customary law and its significance in NRM.
  • Conduct an assessment of presently existing community based structures and systems for natural resource management and conflict resolution and identify the functional capacities and gaps of these structures in the project area (Sangailu, Alikune, Korakora and Saka).
  • Assess the baseline capacity of County and that of National government systems to contribute to management of natural resources.
  • Provide technical recommendations on developing rangeland management plans through participatory approaches focusing on development of infrastructures including construction of soil and water conservation structures as well as improving community and government management of natural resources.
Consultancy Period: The consultancy firm or independent consultant will propose a team of at least two experts with the required competencies in NRM including Biodiversity, and in institutional / community development.

Jointly the consultancy should be covering no more than 30 days unless an extension is granted. In case an extension is needed, the consultants will have to make a request with full justification to FaIDA
management.

Deliverables
1. Initial work plan and proposal for the baseline survey outlining the proposed methodology and process of data collection and analysis that specifies:
  • The indicators that fall within the scope of the baseline study;
  • The indicators for which the baseline value can only be established on a later stage;
  • A detailed methodology for implementation of the baseline (include samples size);
  • Draft data collection tools for all indicators (within & outside the scope of this study);
  • An updated & detailed schedule for the baseline study.
2. Sampling techniques and sample sizes that will be consistently applied during the midterm review and final evaluation.
3. A final set of data-collection tools for all indicators in the logframe, including guidance on how to use it in the field. This will be annexed to the final report. Revised program design strategies and approaches to improve Project appropriateness, relevance, efficiency, effectiveness, impact and be sustainability and training for Enumerators in the field.
4. Draft report of the baseline survey for the feedback and comments FaIDA, including the Donor where necessary.
5. Presentation on the main findings of the baseline assessment at field level involving project teams, community representatives and local authorities and country level program teams as applicable
6. Benchmark values for indicators for Project specific objective, results and deliverables.
7. An updated Log frame using baseline survey information.
8. A final report in English not exceeding a length of 35 pages (excluding annexes) which includes (three hard copies and a soft copy on CD ROM):
  • Summary;
  • Introduction;
  • Methodology;
  • Findings of the baseline study. Baseline information per indicator shall be presented;
  • Conclusions and recommendations as per the program’s outcomes, outputs, activities, and indicators;
  • Electronic annexes with the site-by-site raw data used for the analysis
  • Summary version of the final report to be shared with project communities.
Scope of Work: The following are key areas of focus. The present list however is not exhaustive and additional issues may come up. FaIDA will provide further insights on this during the entire process of baseline assessment. The baseline shall, within each area of focus ensure that indicators mentioned in the logframe are adequately measured.

1. Natural Resource Management and Rangeland resources
  • Analyze present state of natural resources in four wards of operation (Sangaily, Alikune, Saka and Korakora).
  • Document underlying causes or drivers of degradation of natural resources.
  • Compare on-the-ground observations with data generated through SWALIM-provided satellite imagery for a random sample of intervention areas.
  • In-depth analysis of natural resources and rangeland management issues, identifying structures such as gullies and sand dunes, trees and vegetation cover, invasive species, condition and status of soil cover, land classifications and so on.
2. Community participation and ownership
  • Assessing the Village Committees (VCs) in terms of their functions and capacities.
  • Assessing mechanism and systems in place for conflict resolution on NRM issues and identifying areas of improvements.
  • Understanding the role of women in NRM and analyzing existing practices from a gender perspective.
  • Critically understand the issues of access and control over land resources and related relationships.
3. Institutional legal and policy framework
  • Assess the existing legal and traditional practices in place in resolving NRM-based conflicts and in management of rangelands
  • Analysis of Puntland MoEWT policies on NRM.
  • Assess the capacity of the relevant NRM institutions such as Kenya Wildlife, National Environment Management Authority (NEMA), Ministry of Environment, Ministry of Water, Water Resource Management Authority (WRMA) in implementing the NRM policies at regional and district level, mapping staffing, staff capacities and systems.
Qualification Profile
The successful applicant will propose a team that can provide adequate experience to conduct the assessment and that meets the following requirements:
  • Post graduate degree in related field (NRM, agriculture, climate change, development studies, M&E, etc.) relevant for the baseline assignment study.
  • Strong technical background in the field of NRM and environmental issues with demonstrated experiences in conducting research studies in the sector. The team proposed shall provide CVs that jointly demonstrate a mix of both technical NRM/rangeland experience as well as experience in institutional development and legal frameworks in a fragile states environment.
  • At least five years of hands on experience in conducting assessments and studies in the humanitarian and development sector with specific reference to NRM and rangeland management issues.
  • Familiarity with development programming related to NRM, environment and water conservation.
  • Good knowledge and experience in survey design, implementation of surveys and statistical data analysis is required.
  • Experience in interpreting satellite imagery.
  • Experience in the use of participatory appraisal techniques in data collection and analysis.
  • Previous work experience in and knowledge of the context of Somalia or Horn of Africa is preferred.
