Vacancy: Country Director, Kenya
Location: Nairobi with frequent travel
 
Reports to: Regional Director – East, West and Central Africa Region
 
Responsible for: Kenya Country Programme Staff (5-6 staff- programme, HR, finance and operation staff)
 
Grade: NS1
 
Contract length: 2 years (renewable)
 
Relations with Others: HelpAge Kenya, Country Directors in the region, Regional Office staff, London Secretariat staff

Background: HelpAge International’s vision is one of a world where older people fulfil their potential to lead active, dignified, healthy and secure lives. We are an international network, bringing together more than 114 affiliates and 200 partners working with older people in over 50 countries. 

The EWCA Regional Development Centre works with a range of partners across Africa to deliver programming in a number of key areas: HIV/AIDS & health; income security & livelihoods; emergency response & DRR and rights of older people.
Kenya has approximately 38M people with 1.8M of this being older people with over 67.7% of the population living in the rural areas. Kenya continues to have high (46%) proportion of Kenyans living below the poverty line of 1 dollar a day. Significant portions of the population will continue to require emergency food assistance in the coming years faced with recurrent drought and poverty. 
The Government has put in place various policy frameworks and instruments to support vulnerable groups including older people and orphans and vulnerable children, and more need to be done to implement the policies.
HelpAge International in Kenya works closely with an affiliate member, HelpAge Kenya. HelpAge Kenya was founded in 1982 dedicated to ensuring dignified life for older populations in Kenya. 
Both HelpAge International and HelpAge Kenya have worked closely together and continue to work on a range of initiatives including implementing programmes, capacity building of local partners and lobbying and advocacy with the Government of Kenya and other stakeholders.
Given the close and symbiotic working relationship between the two organisations, it is considered strategic to move towards greater structural integration of the organisations ensuring greater synergy of actions aimed towards the aim of a dignified and secure life for older persons in Kenya.

HelpAge International is recruiting a Country Director who can provide visionary leadership to the organisation in Kenya and support the process of greater integration of HelpAge International and HelpAge Kenya.

Overall Job Purpose
: The Country Director will have overall responsibility for strategic management including program development, fundraising, finance and operations management of the Kenya Country Programme.

Key Duties and Responsibilities

Integration with HelpAge Kenya and Strategic Management

  • Working with the leadership of the Regional Director, the CD- Kenya will play an instrumental role to an integrated HelpAge presence in Kenya. This includes attending meetings focussed on discussing strategic direction and vision for the organisation, drafting and reviewing of relevant documents and strategic plans, ensuring that the stipulations of the Kenya PBO Act are met and ensuring relevant stakeholders are well informed of the process.
  • Lead in development, implementation and periodic review of Kenya Country strategy, ensuring it is aligned to HelpAge’s global Strategic direction and thematic areas as well as HelpAge Kenya’s strategy for the country.
  • Spearhead development of Country’s annual plan and budgets in accordance with set guidelines
Programme Development and Management
  • Provide guidance to project managers in designing of new country programmes
  • Ensure quality output of Kenya Programme by maintaining oversight of program activities and donor relations
  • Develop partnerships with other national and international organisations to coalesce around strategic issues of common interest and benefit from each other’s competence in terms of technical issues, donor experience and geographical presence.
  • Ensure timely generation of Kenya Country reports and compliance to HelpAge guidelines on sharing dissemination.
  • Identify potential local partners and spearhead capacity building interventions for new and existing partners
  • Facilitate training and capacity building initiatives for staff and implementing partners to ensure quality project outputs
Resource Development
  • Develop, implement and monitor a country specific resource mobilization and fundraising strategy
  • Lead in fundraising efforts for the country and ensure targeted fundraising from institutional, UN, private and corporate donors.
  • In liaison with regional resource mobilization adviser, identify fundraising opportunities and guide development of quality proposals to build the country’s resource base
  • Keep abreast with trends within the region and Kenya specific to guide fundraising initiatives and donor profiling
  • Meet and establish relations with existing and potential donors to build strong fundraising networks
Monitoring and Evaluation
  • Oversee monitoring and evaluation of country strategic plan, partnership and program activities
  • Ensure proactive documentation of learning and best practices within various projects to guide future project designs
  • Regularly travel to the field to assess process of program activities
Advocacy, Communication & Information
  • Establish local, private and public partnerships to influence policy and advocacy in the country
  • Spearhead lobbying and advocacy initiatives in consultation with the head of advocacy in the region
  • Establish communication networks and ensure quality of communication messages to build Kenya Country profile
  • Facilitate staff to input into regional and global periodic publications and participation in dissemination of these materials to different stakeholders
Representation
  • Represent HelpAge International in Kenya and manage in country relations with government ministries, media as well as local and international organizations
  • Represent HelpAge International in high profile conferences, workshops and other relevant forums to build organization profile and ensure profiling of Older People issues in the country and within the region
Operations Management
  • As a member of Regional Management Team (RMT), participate in RMT meetings providing country updates
  • Ensure compliance of program expenditure to donor guidelines and HelpAge International policies and control procedures
  • Ensure security of staff and assets of the Kenya Country Programme by having Security Management Plans and SoPs in place and orientation of the teams.
  • Work with the country Finance Manager in the annual statutory audit and other donor compliance project audits for the Kenya Country Program
  • Ensure periodic verification of inventory and management of assets in line with relevant policies 
  • Perform a periodic review of accounts for accuracy and adherence to policies
  • Oversee implementation of human resource policies and procedures in the country program
  • Oversee recruitment and development of talent for the Kenya Program
  • Oversee performance management of staff in the Kenya Country Office
Extent of Authority: The post holder is authorised to make decisions within the framework of the agreed annual plan and budget and approved project proposals. The post holder is expected to operate within all HelpAge International policies and procedures.

Person Specification
 

Essential
  • Masters Degree in social sciences, Development Management or related field or equivalent
  • At least five years experience in country program management in a national or international INGO.
  • Demonstrable experience in strategic planning, program development and management of complex, multi-stakeholder interventions
  • Direct experience of project appraisal, assessment, monitoring and evaluation methodologies
  • Demonstrable experience in establishing networks with governments, private and public sector entities as well as development agency
  • Demonstrate experience in preparing funding proposals and reports for a range of donors
  • Commitment and ability to foster and support capacity building in own staff and of national partners, including experience of managing teams across different sites
  • Fluent written and spoken English and the ability to write clear reports for a wide range of audiences
  • Strong interpersonal skills with the ability to influence, communicate and negotiate with a wide range of people and organizations at all levels with tact, diplomacy and sensitivity to cultural differences
  • Numeracy and ability to prepare and monitor budgets and accounts
  • Ability to undertake necessary travel in country
Desirable
  • Experience in ageing issues is desirable
  • Understanding of provisions of PBO Act of Kenya is desirable
