Secretary / Chief Executive Officer
The National Commission for Science, Technology and Innovation (NACOSTI) is a State Corporation established under the Science, Technology and Innovation Act of 2013.
Job Summary: Reporting to the Board of the Commission, the Secretary/CEO will provide visionary leadership in the development and prioritization of scientific, technological and innovation activities in Kenya in relation to the economic and social policies of the Government as well as development and implementation of strategies to effectively address emerging issues, risks and opportunities in the Country.
Core Duties and Responsibilities
The successful candidate will be:
- An ex-officio member and Secretary to the NACOSTI Board;
- The Secretary/CEO and shall be responsible for the day to day management of the affairs of the Commission;
- Developing sound policies, driving appropriate strategies and best practices to achieve the Commission’s mandate by ensuring that the Commission’s targets are achieved within schedule and budget;
- Providing leadership and strategic direction to the Commission in order to achieve its goals;
- Directing and coordinating the Commission’s business activities and operations to ensure that various Departments/Divisions operate harmoniously;
- Developing, motivating, deploying and retaining talented staff of the Commission through performance appraisals, personal development and succession management;
- Developing in consultation with stakeholders the priorities in scientific, technological and innovation activities in Kenya in relation to the economic and scientific policies of the Government, and the country’s international commitments;
- Providing leadership in design and implementation of effective risk management and control systems;
- Developing and strengthening local and international partnerships;
- Mobilizing resources, deploying and utilizing them effectively;
- Advising the National and County governments on the science, technology and innovation policy, including general planning and assessment of the necessary resources;
- Liaising with the National Innovation Agency and the National Research Fund to ensure funding and implementation of prioritized research programmes;
- Ensuring coordination and cooperation between the various agencies involved in science, technology and innovation;
- Contributing to the formulation of sectoral, national, regional and global initiatives aimed at regulatory coordination and cooperation; and
- Undertaking any other duties and responsibilities as may be directed by the Commission’s Board.
- A doctorate degree from a university recognized in Kenya;
- At least fifteen years experience in management of public or private institutions; and
- Compliance with the provisions of Chapter Six of the Constitution of Kenya, 2010.
Note: Candidates with Degrees from Universities outside Kenya must submit a Certificate of Recognition and Equation from the Commission for University Education (CUE).

Candidates shortlisted for interview must submit:
- Certificate of Good Conduct from the Directorate of Criminal Investigations (DCI);
- Clearance Letter from Higher Education Loans Board (HELB);
- Tax Compliance Certificate from Kenya Revenue Authority (KRA);
- Clean Report from an approved Credit Reference Bureau (CRB); and
- Clearance by the Ethics and Anti-Corruption Commission (EACC).
