Background Information: Lokamarinyang Self Help Group irrigation scheme is registered with the ministry of social services.
The purpose of Lokamarinyang Self Help group Irrigation scheme is to fight poverty by empowering its members through implementation of the in rural and marginalized communities in northern part of Turkana county.
Lokamarinyang Self Help group Irrigation scheme would like to reduce poverty among its members and increase income through improved and expanded production and marketing project funded by USADF Turkana food security programme.
Therefore Lokamarinyang Self Help group Irrigation scheme invite consultancy firms to train on finance management training and group dynamic so as to provide the group with road map in expanding their irrigation and small enterprise activities considering vast agricultural and expanded markets for agricultural products.
The consultant firm will be required to develop the following; human resource manual, principles of good finance, group dynamic and the record keeping among many other duties.
Key areas of the training package shall comprise of the following:
- Separation of cash and financial management duties
- Setting up, implementing and maintaining internal contros
- Specific role of staff and procurement committees
- Petty cash management and documentation
- Non-petty cash financial transactions documentation (preparation and maintenance of payment vouchers,approvals and receipts)
- Cash book maintenance
- Bank reconciliations
- Payroll systems preparation and maintenance
- Calculating depreciation costs
- Procurement –internal polices of approvals for various sized purchases
- Recording of farm sales income
- Preparation of monthly financial stamen (showing all income, expenditure and cash flows using the existing simplified format that should be collected from the client during the training
- Basing Lokamarinyang self help group financial decision on development financial statements
- Cash flow planning (reading financial stamen and projections to project future cash flow)
- Analyzing financial investment such as asset s,infrastructure,training and others
- Divideds’ decisions for members based on the Lokamarinyang irrigation scheme plans
Required for Qualification:
Consultancy firms/individuals are advised to send separate technical and financial proposals(currency; Kenya shillings) for this assignment as their RFP.
Consultant not disclosing full information in proposal will be considered non-responsive and their proposal rejected.
Consultant firm must provide detailed CVs of all technical team member to undertake specific element of the assignment with a confirmation that they will not change those individuals unless with prior written consent of Lokamarinyang irrigation scheme project board and management committee.

The interested firms must meet the following thresholds indicated below:
- Consultancy documents
- Tax compliance certificate
- Business permit
- Curriculum vitae of at least two directors
- VAT Registration certificate
- Evidence of previous consultant work of similar nature,full address and contact of person major served with similar works.
- Certificate of incorporation
- Business permit
- Registration certificate
Quotation are received with the following condition
- ALL price quoted should be value added tax (VAT) EXCLUSIVE. Please, provide VAT separately.
- The price quoted shall remain valid for 180 days after opening of the bids.
- Comprehensive detail of other cost to be incurred.for examples,transport and other necessary expense expected to be incurred in executing the activity applied for should be specified in the proposal.
