Job Vacancy at IPOA for Head of ICT in Kenya June 2014

 

The Independent Policing Oversight Authority (IPOA) is a state Authority created under an Act of Parliament No.35 of 2011, which provides for civilian oversight over the work of the police. IPOA is mandated to hold the police accountable to the public in the performance of their functions. 
The Authority is also required to give effect to the provision of Article 244 of the Constitution- that the police shall strive for professional and discipline and shall promote and practice transparency and accountability; and ensure independent oversight of the handling of complaints by the National Police Service (NPS).

To enable the Authority achieve its mandate and vision for “a robust civilian accountability mechanism that promotes public trust and confidence in the National Police Service”, the Authority now wishes to recruit results oriented Kenyans citizen with drive, vision and creativity to fill the following vacancies at the Authority:-

Reports to Director, Business Services

Supervises:  All ICT Staff

Major duties and responsibilities:

  • Formulate ICT Strategies and policies for effective services delivery;
  • Continuous reviewing and upgrading ICT Systems meeting IPOA needs;
  • Ensure documentation of ICT processes and systems;
  • Ensure linkages with relevant institutions on ICT related issues;
  • Formulate and ensure the implementation of effective ICT risk management strategy;
  • Ensure an efficient, effective and secure integrated network systems for revenue collection, telecommunication and management support services in the organization;
  • Advice management on ICT systems and infrastructure;
  • Ensure ICT quality control standards
  • Provide an interactive website
  • Ensure effective ICT governance systems
Profile: Must be a citizen of Kenya.

Required functional skills:

  • Master’s degree in ICT, Electrical engineering any related discipline required;
  • Bachelor’s degree in Computer Science or equivalent qualification
  • At least 8 years in senior management experience in ICT;
  • Member of a recognized professional body (IEK)
  • Experience working with a diverse workforce
  • Demonstrate the highest level of ethical behavior
  • Work accurately with close attention to detail;
  • Excellent interpersonal skills to facilitate interaction with the workforce.
Required behavioral skills:
  • Candidates must be a person of integrity, demonstrate excellent interpersonal skills and be a team player;
  • Strong managerial skills, including motivating, developing, coaching and leading teams;
  • Demonstrated high ethical standards;
  • Demonstrate experience in result based strategic planning, monitoring and evaluation as well as financial management skills;
  • Be an effective communicator with excellent negotiations and people leadership skills
  • Excellent knowledge of relevant computer software and applications.
Supervisory Responsibilities: The Head of ICT has day to day supervision and management of all staff. The Head will provide administrative and functional oversight to all ICT staff.

Working relationship:

Internal – is part of Authority’s senior management Team. S\he works closely with Deputy Directors and Heads of Departments on a regular basis.

External – interacts with other professional bodies such as IEK, Government bodies, academic institutions, business and industry leaders, consultants, and other stakeholders.

This job description covers the main tasks and conveys the spirit of the sort of tasks that are anticipated proactively from staff.
