IntraHealth International is seeking a Director of Programs/Deputy Project Director to be based in Dar Es Salaam.

IntraHealth International is soliciting applications from suitable candidate to fill the Director of Programs position for a PERFAR/CDC funded project namely Tanzania HIV Prevention Project (THPP). The project supports MOHSW/NACP in in strengthening, expanding and sustaining high quality HIV testing and counseling services, voluntary medical male circumcision (VMMC) for HIV prevention, efforts to address Gender Based violence clinical services and other biomedical interventions for preventing HIV/AIDS. The position will be based in Dar Es Salaam and it is open to Tanzanian nationals only.

PRIMARY RESPONSIBILITIES
The Director of Programs/Deputy Project Director is a senior member of the IntraHealth project leadership team in Tanzania. S/he contributes to strategic planning of the organization and is responsible for leading the program and technical team in operational planning and implementation of the five-year CDC-funded project entitled Tanzania HIV Prevention Project. S/he will oversee all programmatic components of the project to ensure that the project achieves designated results. S/he represents the project and the agency at various technical forums, including Technical Working Groups (TWG), with the MOH, CDC and other key stakeholders. The Director of Programs/Deputy Director will supervise the Program and technical teams. The Director of Programs/ reports to the Project Director or his/her designates, and serves as Deputy Project Director.

ESSENTIAL FUNCTIONS
• Contributes to the strategic planning of the project and identifies synergies with other donors and partners in order to optimize the coverage and effectiveness of the project interventions
• Provide program management oversight and advice in project designing and proposal writing.
• Lead program team during program planning, budgeting process, implementation and reporting in consultation with Project Director and Technical Director.
• Develop and maintain strong collaborative working relationships with MOH, Local Government Authorities, CDC, other USG partners, and local stakeholders
• Ensure overall technical excellence/quality and provide guidance in the development and dissemination of all project deliverables (technical assistance, technical reports, training curricula) in accordance with PEPFAR, CDC and MOHSW requirements.
• Assist Project Director in identifying and seeking funding opportunities and new initiatives that support the country program objectives to increase the portfolio of IntraHealth in Tanzania.
• Help develop program strategies that are in line with MOHSW, PEPFAR and CDC priorities and appropriate to achieve project results (including budgets and timelines)
• Support Project Director to oversee project initiation, including local hiring, registration, office identification, and adherence to labor laws, IntraHealth, and USG/CDC regulations
• Ensure that the project reflects IntraHealth standards in core technical areas (e.g. training and learning, performance and quality assurance, monitoring and evaluation)
• Work with Project Director to lead development of PEPFAR Country Operational Plan, Continuation Application, project Work plan and budget and ensure Project achieves technical objectives within the project’s financial resources
• Consult with Project Director and Finance team on budgeting, forecasting, and financial management of programs and work in collaboration with Finance and program team to review all budgets on a monthly basis to ensure adherence to IntraHealth and donor requirements and to identify either over or under spending trends, and if significant trends are noted to alert the Project Director for appropriate action.
• Conduct project management visits to districts to ensure that results and deliverables are on target and within budget
• Lead or participate in assessments and design visits
• Work closely with the CDC to provide project updates, discuss strategies, obstacles, performance plans, and indicator success, communicating project progress through both formal and informal meetings and required quarterly and annual reports
• Work with Project Director to ensure submission of required S/APR, program, technical and financial reports to CDC according to guidelines and timeframes provided by contractual agreements and to IntraHealth/Chapel Hill according to IntraHealth guidelines and standards.
• Identify technical assistance needs and communicate with headquarters about additional assistance which may be needed. Develop scopes of work for these assignments, and arrange for contracting and fielding of qualified international and local consultants
• Manage the performance of direct reports; Undertake annual performance planning and evaluation (IMPACT review) for supervised staff; Mentor staff regularly and contribute to an atmosphere conducive to professional growth and development
• Work closely with the Project Director to address all issues raised by staff, donors or respective line ministries regarding program implementation.
• Coordinate with respective Government of Tanzania line ministries/officials and other organizations working in the HIV/AIDs /FP/RH to build strong relationships and strategic partnerships
• Participates in the Country leadership team and Senior Management team meetings
• Perform any other duties as assigned by the Project Director

MINIMUM REQUIREMENTS

PHD degree or equivalent in public health and 8 years of experience/or master’s degree in a related field and 10 or more years project management experience, and a minimum of 7 years’ experience in senior project management in international organizations in public health, especially HIV/AIDs programs/FP/RH programs in Tanzania.
TECHNICAL AND OTHER SKILLS
• Strong supervisory and management skills including proven ability to set a clear vision, lead diverse teams and mentor/inspire others toward accomplishment of goals
• Proven ability to successfully represent a project/organization at senior levels
• Experience with complex, high profile or sensitive agreements and recruiting, supporting and leading senior staff
• Proven experience in project design and proposal writing, developing program strategies and monitoring country programs and budgets
• Proven experience developing and utilizing complex financial reports and adhering to budgets
• Substantial experience with a variety of donors. Specific experience with CDC, USAID, and PEPFAR is an advantage.
• Ability and experience traveling internationally and with working collaboratively with individuals from other cultures
• Advanced oral and written English communications skills, Swahili fluency preferred
• Relevant professional experience in Africa, Tanzania experience preferred
• Computer literacy in Word, Excel, Power Point
• Willingness to travel 20% within the country and periodically internationally
