The aim for this role is to deliver policy change for young people in their communities, country and at the international level, through supporting youth policy advocacy. 

The role will support Plan Kenya to develop a clear advocacy strategy which places young people as positive agents of change in Kenya within the project goal areas, and to support strategic partnerships with government and civil society. 
The incumbent will work closely with the Advocacy and Governance advisor and project teams at the Country office and programme units to bring evidence based learning and research into the policy making environment. 
This is to enable Plan Kenya to influence youth policy change at the national level and support Plan UK’ priority advocacy objectives on girls’ education, ending child marriage, violence against girls, and girls’ participation in public spaces. 
The Youth Policy and Advocacy Coordinator will also mobilize youth volunteers, partners and stakeholders to participate more effectively in policy and advocacy processes from community to international level with a focus on working within the UN Post 2015 process as well as with the Commonwealth.
We aim to prioritise the engagement of children and young people who are already actively engaged in influencing change at the national level in international advocacy on policy changes that affect their lives to protect their rights on the issues central to Plan’s policy change objectives. 
These do not need to be Plan beneficiaries; however they do need to be working on Plan UK priority advocacy objectives which are girls’ education, ending child marriage, violence against girls, and girls’ participation in public spaces.

Dimensions of Role: The Youth Policy and Advocacy Coordinator will report to the Senior Program Manager Implementation and Quality at Kenya Country Office. 

This is a two year renewable contract. 
The post will not have any line management responsibilities. 
S/he works closely with the Advocacy and Governance advisor and project teams at the Country office and program units to bring evidence based learning and research into the policy making environment. 
The post holder directly manages the Global Youth Volunteer (GYV) programmatic budget of GBP 40,000 at the Country Office. 
S/he will uphold Plan’s Core Values, promote mission and vision, programme principals (transparency, gender equity and diversity), to enhance programme impact. Ensure modelling of Plan’s values among all project staff.

Key Responsibility Areas:
The role will focus equally between two main functions:
1. Supporting the safe and meaningful participation of adolescent girls in international advocacy as part of Plan UK’s work on international advocacy objectives (30% of time)
 
1.1. Supporting adolescent girls to attend Plan UK designated international advocacy events.
  • Map existing child and youth-led advocacy activities, including existing national youth groups and networks to identify child and youth Advocates to ‘partner’ in Plan’s international policy advocacy.
  • Provide capacity building support of young people to ensure young people are informed and empowered to participate fully and meaningfully in international policy forums.
  • Support young people to carry out preparation activities, including peer consultation to prepare them for international events.
  • Chaperone young people to international events according to Plan International chaperoning guidelines.
  • Be responsible for Child Protection of young people when carrying out Plan activities.
  • Whilst at events document and evaluate activities for external and internal reporting.
  • Support young people to settle safely back into their communities and evaluate their experience in influencing policy change.
  • Ensure the young people’s momentum from attending the events is shared with their youth groups/networks to mobilize and strengthen national level policy advocacy efforts.
1.2 Build capacity of national youth groups/networks to advocate in capitals on international
advocacy objectives
  • Support the identification of key moments at the national level for effective lobbying in capitals on international policy change objectives.
  • Support the preparation of youth group/youth networks for meetings with political leaders in capitals.
  • Facilitate information and knowledge sharing and networking amongst youth groups/networks and gather information as to their work on international policy changes.
2. Support the identification, design and implementation of youth policy and advocacy aimed at
addressing priority policy issues emerging from the Building Skills for Life programme
(70% of
time)
 
2.1 Strategy and Direction in Policy and Advocacy
  • Lead in the implementation of Plan Kenya youth policy advocacy strategy by working closely with PPA 2 project teams undertake reviews of key national policies analysing the impact on young people in specific relation to PPA 2 project goal areas and feeding this into programmes policy and advocacy agenda.
  • Take lead and advise the project teams on policy and youth issues relating to Plan UK priority advocacy objectives which are girls’ education, ending child marriage, violence against girls, and girls’ participation in public spaces.
2. 2 Supporting Plan Kenya to achieve PPA national advocacy goals
With support from Plan UK’s Governance Team and in conjunction with Plan Kenya’s Governance and Advocacy Advisor; PPA Coordinator, other PPA programme staff and partners develop and implement child and youth led national policy and advocacy strategy – linked to PPA programme objectives.
Activities would include:
  • Support and co-lead participatory processes, inclusive of children and young people, to identify structural obstacles (e.g. education policies, legislation, or practice) which have repeatedly emerged as structural barriers to PPA objectives, e.g. school readmission policy for returning to school mothers.
  • Support and co-lead participatory stakeholder analysis to identify national processes for the purpose of prioritising influencing policy agenda and targets.
  • Develop advocacy strategy for influencing national stakeholders, considering various methods for leveraging influence incl. through the media, in partnerships with others CSOs, parliamentary bodies etc.
  1. Develop evidence-based programme- led policy positions with recommendations– led by the experiences of the beneficiaries of the PPA programme and meaningfully engaging children and young people throughout the processes.
  2. Support the safe and meaningful participation of children and young people in the implementation of the advocacy activities – from drafting policy papers, to lobbying activities.
  3. Support capacity building measures to enable the meaningful participation of children and young people throughout the policy and advocacy cycle processes.
  4. Support participatory monitoring of the impact of any policy changes on girls and boys and provide regular monitoring (process and impact) of activities.
3. Financial Management
  • Ensure accurate forecasts, track spending and ensure spending is on budget.
  • Ensure a tidy and coherent electronic and paper filing system is held for your work which is accessible to others in the organisation
  • Comply and actively uphold Plan Kenya’s financial policies and procedures in all areas of your work
  • Ensure detailed budget breakdowns are developed for your activities and regular variance analysis is conducted with the support of your PPA project Coordinator.
  • Actively pursue a cost effective approach in delivery of policy and advocacy work in line with Plan’s commitment to promote value for money
  • Participate in operational and programme budgeting with PPA project team

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
 
Educational Qualification & Knowledge
  • Bachelor’s Degree in Development related field preferably International Human Rights, Social Sciences, Development Studies, Gender & Development, Political Science, and Public Policy Administration. Master’s degree will be added advantage.
  • At least 3 years of relevant work experience in Advocacy, Child Rights and Gender in a National or International set-up
  • Strong knowledge of participatory approaches to policy change.
  • Good understanding of the international environment and processes.
  • Working knowledge of National level Policy Change processes – desirable
  • Understanding of the structures, processes and trends in the Kenyan political system.
  • Good understanding of the processes by which you achieve policy change and how to conduct power and political analysis.
  • Working with coalitions and within multi-agency forums.
  • Engaging with governments and/or multilateral institutions especially at National level.
Experience:
  • Previous experience in working in policy analysis, advocacy, and youth participation in decision making or working with children
  • Experience of capacity building of young people and networks with regards to developing and implementing policy, advocacy and youth engagement strategies.
  • Experience of engaging and mobilizing young people to participate in policy making processes
  • Experience of training and supporting young people to conduct advocacy.
  • Experience of conducing youth-led analysis
  • Experience of working for an international organisation – desirable
