Trócaire is the official overseas development agency of the Catholic Church in Ireland and operates as an international NGO in over 20 countries worldwide. 
Working with some of the world’s poorest and most vulnerable; Trócaire supports communities in delivering long-term change in people’s lives.

Trócaire now requires the services of an experienced and dynamic Programme Support Officer to assist the integrated Gender Based Violence (GBV) and HIV programme. 

The Programme Support Officer (HIV specialism) will be an integral part of the programme team within the Kenya Office.

Location: Nairobi with frequent travel within Kenya
 
Description of Position: To be an active member of the Kenya HIV/GBV Integrated Programme and Kenya country team playing a particular role in strengthening partners’ project implementation, monitoring and documentation systems.
Background to the Role: The HIV programme works with 7 partners to improve the quality of life of PLHIV. The programme scope of work includes the provision of testing, treatment and care, access to support mechanisms and support to income generating initiatives. 
The GBV programme currently works with 6 partners to improve GBV survivors’ access to quality psychological, legal, medical and other support services including trauma counselling, treatment and compiling of evidence for prosecution. 
The programme also raises awareness, empowers communities and supports local and national advocacy work to demand more effective government response measures. 
These two programmes will be integrated during 2015/2016. The PSO will work with the PO HIV/GBV to deliver the programme results. 
This position is responsible for supporting the partners to improve their implementation, monitoring and documentation and refine the programme strategies and coordination to ensure that planned results are achieved.

Contract Duration: 2 years – renewable
 
Duties & Responsibilities
 
1) Programme Design and Development:
  • Support the PO HIV/GBV in the analysis of the gender and HIV sectors in Kenya and global developments.
  • Support the PO HIV/GBV in the ongoing development of the programmes, evaluation of the existing programmes and design of any new programmes.
2) Programme Implementation and Partnership
  • Support the PO HIV/GBV in implementing the two programmes, with a particular emphasis on HIV.
  • Carry out regular field trips to partners and communities to ensure ongoing oversight of the programme.
  • Support partners to meet their reporting schedules (financial and narrative) ensuring that all reports respond to the relevant programme indicators and are in line with organisational policy and institutional funding requirements.
  • Using the Partner Capacity Building Framework, develop partner capacity building plans to strengthen and support partners in areas where they are weak, and together establish clear targets and indicators and review on a regular basis.
  • Ensure that all relationships with partners are in keeping with the principles and values set out in the organisational Partnership Policy.
  • Promote accountability of partners to target communities within a Safeguarding Programme Participants context and to professional standards.
  • Facilitate learning amongst partners and ensure that this is captured and shared, including with colleagues in Trócaire.
  • Ensure that learning from any mid-term reviews or programme studies is implemented.
  • Under the guidance of the PO HIV/GBV, and with the administrative support of the Programme Assistant, implement all administrative (Document Library and Agresso) procedures in relation to project and programme management to a high standard.
3) Programme Monitoring and Evaluation
  • In line with the M&E Framework and under the guidance of the PO HIV/GBV ensure that partners have appropriate monitoring and documentation systems in place to gather the information needed in a timely fashion.
  • Support the PO HIV/GBV to review and assess programme progress, including through regular partner meetings
  • Support the PO HIV/GBV to complete the Annual Programme Review process ensuring that the review provides clear evidence of progress and challenges and that it meets internal and external reporting requirements.
  • Support the PO HIV/GBV in undertaking mid-term and end of programme evaluations in line with the organisational policy.
  • Ensure that strategies and learning from the evaluation process is explicitly incorporated into future partner project proposals.
  • Aim to adopt evaluation methodologies that maximise opportunities for learning for Trócaire and the Partners.
4) Programme Finance
  • Ensure that all financial reports are reviewed and signed off by the Finance team.
  • Work with the POs and Kenya Finance Officer to ensure that all existing partners have completed the Partner Governance and Finance Capacity Assessment and that it is undertaken with new partners prior to making any commitments.
  • Ensure that partners are aware of the grant management and reporting requirements of back donors and where necessary provide training and support to partners in order to meet these demands.
5) Advocacy and Communications
  • Under the guidance of the PO HIV/GBV, gather stories of change.
  • Contribute to HO communications initiatives, including accompanying visitors to the field.
6) Institutional Funding
  • Support the PO HIV/GBV, PM and RIFO in identifying new institutional funding sources for the programmes.
  • Under the guidance of the PO HIV/GBV, collect relevant data from partners in support of funding proposals.
  • Support the POs to ensure that all institutional funding for the programme is managed in line with donor requirements and that reports are compliant with donor needs, including IA and Trócaire’s internal needs
7) Networking and Relationships
  • Promote and strengthen partnership with government particularly in building capacity of duty bearers in target communities.
  • Under the guidance of the PO HIV/GBV participate in relevant thematic working groups, networks and learning forums, nationally and possibly internationally in order to improve programme and advocacy learning, sharing and impact.
  • Coordinate with the PO HIV/GBV to ensure effective communication with the organisational programme team in Maynooth.
8) Human Resources
  • Play an effective role within the HIV/GBV Integrated Programme and Kenya Country Programme teams.
9) Teamwork & Collaboration
  • Work collaboratively with colleagues at country, cross country and global levels, to contribute to the achievement of broader organisational goals.
  • Provide material for Trócaire’s Communications, Campaigns, Fundraising and Education units as required.
  • Deliver on other tasks as agreed by the PO HIV/GBV, the CD or the Programme Manager
