This request for Expression of Interest follows the General Procurement Notice (GPN) for this project that appeared in the United Nations Development Business on 30th November 2007 and online on 2nd November, 2007.

The GOVERNMENT OF KENYA has received a credit from the International Development Association (IDA) toward the cost of the Transparency & Communications Infrastructure Project (TCIP) Credit No. 5092-KE and 4284-KE; Project ID No. P094103 and intends to apply part of the proceeds of this Credit to payments under the contract for “Technical Assistance in the Preparation and Consolidation of Financial Statements for County Governments. 

TCIP is being implemented by the ICT Authority under the Ministry of Information Communication Technology.

The new Constitution promulgated in 2010 paved way for a devolved system of government. Chapter 12 of the new Constitution provides for the establishment of a new Public Finance Management (PFM) legal and institutional framework. 

This includes reorganization of the National Treasury and establishment of new Government agencies with a mandate in PFM, including the Commission on Revenue Allocation (CRA) and the Controller of Budget.  
Consequently, the Parliament of Kenya enacted the Public Finance Management Act 2012, in July 2012. The Act provides for the effective management of public finances by the national and county governments; the oversight responsibility of Parliament and County Assemblies.

The Accountant General’s Department (AGD) is one of the departments under National Treasury envisaged under Article 11(2) and Section 15 of the Second Schedule in the PFM Act. The Department has a primary responsibility for Public Financial Management Reform (PFMR) thematic area 3 (Budget Execution, Accounting and Reporting).  In addition it supports all the other thematic areas as its responsibilities are cross cutting.

The financial year 2014/ 2014 is coming to an end, the Account General’s Department therefore seeks the provision of Technical Assistance for the Preparation and Consolidation of Financial Statements for County Governments for the financial year 2013/2014 as part of fulfillment of it duties.

Assignment: Provision of Technical Assistance in the Preparation and Consolidation of Financial Statements for County Governments for the financial year 2013/2014.

The financial statements of each State Organ and public entity will be prepared in accordance with the relevant standards and formats prescribed and published by the Public Sector Accounting Standards Board (PSASB). 

As envisaged in the Constitution and the PFM Act, the assignment will cover the accounts of all State organs and public entities subject to audit by the Auditor-General, including:
  • the accounts of the national and county governments;
  • the accounts of all funds and authorities of the national and county governments;
  • the accounts of all courts;
  • the accounts of every commission and independent office established by this Constitution;
  • the accounts of the National Assembly, the Senate and the county assemblies;
  • the accounts of political parties funded from public funds;
  • the public debt; and
  • the accounts of any other entity that legislation requires the Auditor-General to audit.
For the purposes of the assignment, State Organs and public entities have been grouped into the following three clusters:
Lot 1: National Government Ministries, Department and Agencies (MDAs), and subsidiary entities under their control including development projects, boards, authorities and commissions (but excluding State Corporations and Public Funds);

Lot 2: National Government State Corporations and Public Funds established and governed under an act of Parliament;

Lot 3: County Governments and subsidiary entities under their control including corporations, boards, authorities, commissions and development projects.

Note: procurement for Lots 1 and 2 have has been launched separately through the National Treasury PFMR Secretariat.

Interested firms/ consulting firms should provide evidence of the following:

  • Description of similar assignments;
  • Information showing experience in similar conditions\ environments;
  • Information indicating that they are qualified to perform the services (availability of appropriate skills among staff). 
Firms/ Consultants/ Companies may associate with others to enhance qualifications.

Following the Expression of Interest, ICT Authority will issue Request for Proposal (RFP) to the short listed Firms/ Consulting Firms/ Consultants/ Companies. 

The Firms/ Consulting Firms/ Consultants/ Companies will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Published May 2004, revised October 1, 2006 & May 1, 2010).
