Program Specialist Job at EDC Mandera in Kenya January 2014
Under the new project identity of YYC! NEP, EDC will adapt the YYC approach for the context in North Eastern Province, coordinating with YYC! National, YYC in other regions, and national and county youth boards to replicate successful strategies.
Position Title: Mandera Program Specialist
General Position Summary: The Mandera Program Specialist is responsible for coordination of all YYC NEP! Activities in the county of Mandera.
This position reports to the Chief of Party and works closely with the Grants and Investment Officer, Youth Engagement Associate Manager and the Wajir Program specialists.
Essential functions include [but are not limited to]:
- Coordinate the mobilization of youth at the village level through teams, being sure to recruit youth by working through local youth, community leaders and local associations; ensure diversity of youth mobilized and inclusion of disabled youth
- Assist in identifying volunteer resources needed for mobilization activities;
- Coordinate in bringing in youth “mobilizers”, other YYC NEP to orient/train local youth on the YYC program and process;
- Gather and adapt necessary materials needed for mobilization including (but not limited to) flyers, bunge bylaw and constitution templates, and other informational materials’
- Provide guidance on bunge registration;
- Monitor mobilization led by youth mobilizers/volunteers;
- In coordination with the COP and the Youth Engagement Associate Manager, organize the county/ constituency delegates meeting to elect leadership. And lead countywide action planning process
- While liaising with Youth Engagement Associate Manager , Support creation of County Secretariats
- Assist in organizing leadership trainings and organizational development /management training for county boards in Wajir county
- Facilitate the YYC! County board in leading civic education and basic leadership training for the newly formed bunges as appropriate
- Assist in establishing a Window of Opportunity Fund devoted to supporting youth-led initiatives in Mandera County.
- Capacity build youth and link them up with other stakeholders in the county to enhance their economic status.
General
- Represent EDC at the Mandera County level while participating in stakeholder and government forums.
- Work with the COP to represent YYC! Mandera at meetings, conferences and workshops and other forums to promote and articulate issues related to youth development.
- Contribute to quarterly and annual reports showing achievements of youth programs against planned targets.
- Assist in publicizing the program through community events such as a football tournament and our youth radio broadcasts;
- Work closely with the Mandera Admin and Finance Assistant to make sure payments are made for local vendors.
- Ensure strong communication channels are established and maintained with the Garissa project office and Regional Office to ensure strong project management, including communicating any problems or challenges on a timely basis and providing progress updates.
- Assist in data collection as needed for monitoring and evaluation.
- Provide regular security updates to the Garissa project office and EDC Nairobi Regional office.
- Bachelor’s degree (or equivalent) plus 2 – 4 years development experience.
- Requires experience in programs and approaches focused on youth mobilization, youth participation and civic engagement.
- Knowledge of the needs of youth and organizations serving Wajir County
- Expertise in livelihood preparation, non-formal education, NGO management, and/or training.
- Experience in a youth development organization a plus.
- Ability to work in ways that allow community members to contribute to the process
- Skills in research and assessment, data collection, surveys administration and interviews.
- Experience in working with teams of consultants, advisers and partners.
- Excellent organizational skills.
- Flexibility and ability to juggle multiple tasks and prioritize duties.
- Strong interpersonal and communication skills.
- Ability to work independently and as a team member.
- Good proof-reading skills and command of style and accuracy in writing.
- Fluent in English, Garre and Somali
- A resident of Mandera is preferred.
