Job title: County Coordinator

Duty station: West Pokot, Kenya

The County Coordinator will ensure the effective implementation of combined prevention services / activities as well as supervise project staff in the region.

S/he is the link between DSW and the Government and other stakeholders at the county and sub-county level to ensure harmonization with, and support of Government’s county plans.
The County Coordinator reports to the Program Coordinator.
Areas of Responsibility Include:
  • Overall activity coordination of evidence-based/informed interventions in line with project objectives
  • Under the supervision of the Program Coordinator provide technical, financial and administrative leadership in the planning, implementation and reporting of comprehensive and evidence informed HIV Prevention activities in the County.
  • Ensure that all HIV services provided meet the minimum package of services as per the national standards.
  • Supervision and performance evaluations of the EBI and HTC Team Leads in the County.
  • Lead the Team Leads in the county and ensure effective collaboration and teamwork.
  • Under the guidance of the Program Manager, prepare annual and quarterly work plans to guide program implementation.
  • Oversee the integration of, and delivery of targeted evidence-based/informed comprehensive HIV Prevention services based on the appropriate population group.
  • Support in creating and strengthening linkages and networks between HIV Prevention programs and HIV Care and Treatment programs to ensure continuum of care for HIV infected individuals.
  • Conducts on-site monitoring visits and provide technical support and guidance on planning, implementation and reporting of comprehensive HIV prevention interventions.
  • Work with the Program Coordinator and Finance/Admin Coordinator in observing administrative systems such as budgeting, logistics, and procurement at a county level.
  • Build the capacity of HIV prevention service providers and community members to offer quality HIV prevention services by developing and implementing appropriate training and mentorship activities.
  • Work with government HIV/AIDS structures and other stakeholders at county levels to provide programmatic and technical assistance to strengthen the HIV prevention response in the county.
  • Establish linkages with the private sector to leverage for alternative livelihood opportunities for targeted populations.
  • Submit monthly and quarterly data as required in line with GoK, PEPFAR and DSW Kenya reporting frameworks to M & E coordinator within indicated timelines.
  • Support the implementation of QA in all program areas
  • Managing the county budget to ensure compliance with donor regulations.
Requirements:
  • Bachelor’s degree from acredited university in a Health related field. Holders of a higher diploma in a Health related field with more than 5 years’ experience in a similar position will be considered. Post graduate qualifications in Public health, Health Management, Project management or related field is an added advantage
  • Good understanding of management and coordination of services by GoK at District level.
  • Excellent oral and written communication skills (English and Swahili)
  • Computer literacy in the use of MS Word, Excel, PowerPoint and Outlook
  • Must have strong quantitative, analytical skills, and excellent report writing skills
