Supply and Delivery of Fleet Management Software and Data Capture Equipment for Mombasa
Contract No. MLH&UD/KMP/COMP3/MOMBASA-FM/2012/13
1. This Invitation for bids follows the General Procurement Notice for this Program that appeared
in Development Business, on 30th August 2010.
2. The Republic of Kenya has received credit from the International Development Association toward the cost of Kenya Municipal Program, and it intends to apply part of the proceeds of this credit to payments under the Contract No: MLH&UD/KMP/COMP3/MOMBASA-FM/2012/13 for Supply and Delivery of Fleet Management Software and data capture equipment for Mombasa.

3. The Ministry of Land, Housing & Urban Development now invites sealed bids from eligible and qualified bidders for: the Supply and Delivery of Fleet Management Software and data capture equipment for Mombasa.

4. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IDA Credits, published by the Bank in May 2004 and revised in October 2006 and May 2010, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
 
5. Interested eligible bidders may obtain further information from Ministry of Land, Housing & Urban Development, located in Cianda House Koinange Street, Nairobi Kenya and inspect the Bidding Documents at the address given below from 8.00am to 5.00 pm (Monday to Friday).
6. Qualifications requirements include:
(i) Provision of Certificate of Registration/Incorporation
(ii) Valid Tax Compliance Certificate from KRA
(iii) Manufacturer’s Letter of Authorization in the format contained in the bid document
(iv) Audited Financial statements for the last 3 years
(v) Original Brochures of the items bided for and their technical specifications
A Bid bond of Ksh 220,000 from a reputable Bank valid for a period of 28 days beyond the validity period of the bid, and as extended, if applicable.
A margin of preference for certain goods manufactured domestically shall not be applied.

7. A complete set of Bidding Documents in English may be obtained by interested bidders from Ministry of Land, Housing & Urban Development, Cianda house Room 1009 upon payment of a non-refundable fee Kenya shilling One Thousand only or in equivalent freely convertible currency at Cash Office Ardhi House 10th Floor. The method of payment will be cash or Bankers Cheque.
 
8. Interested bidders may obtain further information at the address below from 0800 to 1700 Hours on working days (Monday to Friday) excluding lunch hour (1300 to 1400) and public holidays:

9. Bids must be delivered (or submitted) by 1200 hours East African time on or before 10th December 2013 to the Tender Box, located in Cianda House, 10th floor, Koinange Street, Nairobi Kenya.
Electronic bidding will not be permitted.
Late bids will be rejected.
Bids will be opened in the presence of the bidders’ representatives who choose to attend in person.

10. Bulky documents that cannot be deposited in the tender box can physically be delivered to the Registry situated at Cianda House 10th Floor Room No. 1010 and clearly indicated on the envelope, “Do not open before 10th December 2013 at 12.00 noon (Kenyan time).
The opening of the submitted applications will be done immediately on 10th December 2013 starting at 12.00 (Kenyan Time) at the conference Room, at Cianda House, 10th floor and applicants or appointed representatives are allowed to attend.
11. All bids must be accompanied by a Bid Security of Kshs. 220,000 from a reputable bank.
