Background Information: The National Hospital Insurance Fund (NHIF) is a State Corporation under the Ministry of Medical Services whose mission is to provide accessible, affordable, sustainable and quality social health insurance.

NHIF has decentralized its operations to its service points spread across the country.

To deliver its services,the Fund has contracted over 800 healthcare providers to offer medical services to its members.

Objective of the Assignment: The Fund is seeking to engage a production house that will design, script and produce a documentary and still graphics for use in marketing campaigns to meet its objective of educating the public on NHIF benefits as follows:-

Tailor messages aimed at educating the public on NHIF benefits especially for informal sector, regular contributors and Civil Servants
To give our benefits a human face by using members’ testimonials
To produce timeless, high quality documentary and still graphics
To achieve a high impact campaign on electronic, print and outdoor media

Scope of Services/Work

Under the direct supervision of the NHIF Marketing and Communication Division, the Production House will be required to:

Develop a documentary film’s overall concept and scenario
Interview selected interviewees for the film who will include actual beneficiaries, local government officials, implementing partners and key programme staff of NHIF
Develop the documentary script and storyboard to be used in the film
Perform appropriate video filming and shoot interviews with the major beneficiaries and stakeholders
Present a Raw Version of documentary to NHIF for comments about contents
Produce one FINAL documentary 30 minutes long: that will be broken down into 5 minutes and 1 minute testimonial packages and a 30 second commercial. For use in both Radio and TV Campaigns
Present unedited still photo for approval and selection
Produce FINAL 30 soft copies of strong still photos for both print and outdoor advertising

Eligibility: Qualifications necessary to be short listed for the next stage of Request for Proposal (RFP) are as follows:-

1. Technical proposal of how all or any of the above scope of work will be executed

2. Profile of the firm to include company background, CVs of the key professionals/experts indicating
education background and experience in successful execution of similar assignments

3. Company registration certificate, NHIF compliance certificate, VAT compliance certificate, Company PIN number and NSSF compliance certificate

4. Demonstration of having conducted at least assignment of a similar nature within the last three (3)
years

5. Excellent technical capacities (state of art filming equipment Preferably High Definition) to ensure
smooth and high quality production

Following the EOI NHIF will issue Request for Proposals (RFPs) to successful EOI applicants.

Completed expression of interest documents in sealed plain envelopes clearly marked with the name of this service should be addressed to:

and deposited in the tender box located at the reception on 7th floor of NHIF building so as to be received on or before Wednesday, 20th November 2013 at 10:00 a.m East African Time.

The documents will be opened immediately thereafter in the NHIF Auditorium 2nd Floor in the presence of bidders or their representatives who may choose to attend.

NHIF reserves the right to reject or accept any Expression of Interest in whole or in part and is not bound to give reasons for its decision.
