The Kenya National Commission on Human Rights (KNCHR) is an independent National Human Rights Institution created by Article 59 of the Constitution of Kenya 2010 and established by the Government of Kenya through an Act of Parliament (the Kenya National Commission on Human Rights Act, 2011) and under the United Nations Paris Principles.
KNCHR’s mandate includes furthering the protection and promotion of human rights in Kenya, acting as a watchdog over the Government in the area of human rights, and the provision of leadership in moving the country towards a human rights state.

KNCHR fulfils its human rights mandate through a number of programmes, including Research and Compliance, Public Education and Training, Complaints and Investigations, Redress and Economic, Social and Cultural Rights.

The Commission’s main office is in Nairobi with three regional offices in Wajir, Kitale and Mombasa. Officers may serve in the Head Office or in any of the regional offices.
KNCHR hereby invites applications for the following positions in its head office and Kitale regional office:

Principal Human Rights Officer: Complaints and Investigations

Gross Salary: Kshs. 281,950-Kshs.358, 300

Job Objectives

To provide leadership in overseeing the receipt, processing and investigation of complaints of Human Rights violations in contributing to the enhancing of the commission objective in the realization of rights in line with the Commissions mandate.

Key Duties and Responsibilities

  • To provide leadership, analytical and strategic and general oversight in the implementation of Departments activities.
  • Conceptualize and direct the planning, design and implementation of the Department’s work.
  • Provide advice and guidance to members of the Department and to the Commission generally  on the enhanced realization of all rights
  • Supervise the receipt and processing of Complaints and Investigations on Human Rights violations in the head office and regional offices and advice on effective redress mechanisms.
  • Ensure investigations and Rapid response missions are conducted in line with the Commission’s Standard Operation Procedures and Rapid response guidelines
  • Ensure proper management of the programme’s information and records.
  • Establish and maintain partnerships with relevant stakeholders
  • Responsible for the preparation and management of the Programme’s work plan and budgets
  • Responsible for the preparation of the programme’s reports including BTOR, Monthly, quarterly, annual and statutory.
  • Responsible for all internal and external communications emanating from the Programme.
  • Manage M&E systems and tools to monitor departmental performance through the development of log frames, data collection tools, as well as processes for data analysis and reporting.
  • Supervision of all staff working in the Programme.
Skills, Experience and Minimum Qualifications
  • Masters Degree in Law (LLM) or a Social Science from a recognized University
  • Training on Criminology, ADR/Investigations, Project Cycle Management, Finance for Non Finance Managers
  • Eight years experience of which 3 are at a senior level with a supervisory role
Human Rights Officer I – North Rift Regional Office 
Ref: KNCHR/ADMINHRO/5/13
Reports to: Head of Kitale Regional office
Location: Kitale office, with occasional field travel
Duration: Permanent and Pensionable
Gross Salary: Kshs. 141,950- Kshs. 195,500
 
Key duties and responsibilities
  • Effective and efficient implementation of the Regional offices’ projects
  • Implementing systems and processes for efficient processing and management of complaints on human rights violations
  • Undertaking research and drafting legal opinions on human rights complaints
  • Promoting proactive resolution of complaints on human rights violations
  • Review of weekly screening.
  • Enhance liaison between head office and regional office, as well as with other regional offices
  • Supervise and manage the project staff/teams and consultants in various projects implementation
  • Assist with implementation, monitoring and evaluation of the agreed program’s agreed work plan and indicators for the regional office
  • Assist with preparation of quarterly reports on the activities of the regional office and ensuring flow of information and feedback and learning.
  • Assist in work planning, budget control, project implementation and compilation of project reports.
  • Effective and efficient partnership management
  • Management of programme information and data.
  • Manage the financial resources they have been assigned for the project implementation.
  • Participate in quarterly meetings at the headquarter for review of the program
  • Any other duty as may be assigned by the supervisor from time to time.
Academic Qualifications, Experience &  Skills
  • A minimum of a Bachelors Degree and a post graduate Diploma in Law from a recognized institution.
  • An advocate of the high court of Kenya
  • Three years work experience in human rights/social justice field or any other relevant field
  • Knowledge on Project Cycle Management and Monitoring and Evaluation
  • Sound Knowledge and understanding of International Human Rights instruments and the Constitution.
  • Good organizational, writing, interpersonal, communication, capacity building and analytical skills.
  • Computer literacy, ability to work in stressful and demanding environments.
  • Fluency in spoken and written English and Swahili.
