DAI, a global development consulting firm based in the United States, seeks applications from senior-level experts for an anticipated five-year, trade facilitation project for East Africa.

The anticipated project is expected to increase regional trade, international competitiveness, and food security in the East Africa region.
Anticipated project activities include efforts to support national and regional bodies to facilitate intra-regional trade and economic integration, facilitate improved private sector competitiveness in key value chains, and expand trade through utilization of the African Growth and Opportunity Act (AGOA).

Positions on the project are expected to be based in Kenya, with significant travel throughout the East Africa region and internationally.

DAI is seeking candidates for the following positions:

Chief of Party

Requirements:
  • At least fifteen years of relevant experience, nine of which should be in developing countries, preferably in East Africa;
  • at least eight years of experience managing and coordinating complex development programs in Africa;
  • experience as program manager for a program of comparable size ($50 million+) and scope;
  • previous experience serving in an advisory capacity to high-level government officials on trade, economic policy, technology, or competitiveness; and
  • Master’s degree or equivalent in international trade, economics, public policy, business administration, or related area or equivalent.
Senior Trade Promotion Expert 
Requirements:
  • At least fifteen years of relevant experience, five of which should be in developing countries and preferably in East Africa;
  • at least five years of experience managing and coordinating promotion activities;
  • experience assisting developing countries supporting developing country firms export, particularly under preferential trade agreements such as AGOA;
  • experience serving in an advisory capacity to high-level government officials on achieving global competitiveness; and
  • Master’s degree or equivalent in international trade, economics, public policy, business administration, or related area or equivalent.
Senior Economic Policy Expert 
Requirements:
  • At least fifteen years (ten years with Ph.D.) of relevant experience, five of which should be in or on developing countries and preferably in Africa;
  • at least five years of experience analyzing, tracking, and working to improve trade policy and global competitiveness in developing countries, preferably in Africa;
  • at least three years of experience managing and coordinating policy improvement activities;
  • experience serving in an advisory capacity to high-level government officials on trade policy and global competitiveness issues;
  • demonstrated ability and experience with cost benefit analysis and general equilibrium analysis; and
  • Strongly preferred Ph.D. or equivalent in economics, public policy, international trade, or related area (minimum required is a Master’s degree in one of these areas).
Senior Agricultural Trade Expert
Requirements:
  • At least ten years of relevant experience, five of which should be in developing countries and preferably in Africa;
  • extensive experience related to developing an enabling environment for agricultural investment and trade;
  • demonstrated ability policy development and technical assistance in implementation; and
  • strongly preferred Master’s degree or equivalent in international trade, agricultural economics, public policy, business administration, agricultural development or related area or equivalent.
Senior Investment Specialist 
Requirements:
  • At least ten years of relevant experience, five of which should be in developing countries and preferably in Africa;
  • extensive experience working with commercial investment, development banks, financial services companies in the international field or in international finance;
  • extensive experience in originating, analyzing and structuring financial transactions;
  • experience in catalyzing development results through the mobilization of private sector capital; and
  • strongly preferred Master’s degree or equivalent in banking, finance, business administration, economics, public policy, international and/or agricultural development, international relations, or related area or equivalent.
Senior Communications Expert
 Requirements: 
  • At least ten years of relevant experience, five of which should be in developing countries and preferably in Africa;
  • extensive experience related to developing communications strategies and materials for development assistance initiative or programs;
  • demonstrated ability to develop and implement knowledge management tools or systems; and
  • strongly preferred Master’s degree or equivalent in communications, public relations, journalism, English, international development, international relations, business administration, or related area or equivalent.
Partnership Fund Director
Requirements:
  • At least ten years of relevant experience, five of which should be in developing countries and preferably in Africa;
  • at least five years of experience managing and directing funds or facilities comparable to the Partnership Fund;
  • experience managing such a fund under a program of similar size;
  • demonstrated ability in preparing the guidelines, carrying out advertising campaigns, and managing the operations of a such a fund; and
  • strongly preferred Master’s degree or equivalent in management, business administration, or related area or equivalent.
Value Chain Development Specialist
Requirements: 
  •  At least ten years of relevant experience with developing value chains in developing countries and preferably in Africa;
  • experience researching trends in end markets, and supporting firms to meet the requirements of end markets, competitors and buyers regionally or internationally;
  • experience that has resulted in contacts with key value chain stakeholders: producers, traders, actors in the supporting markets; and research/policy associations;
  • demonstrated experience achieving increased competitiveness in the developing country context;
  • demonstrated skills for fostering inter-firm collaboration and cooperation between associations, donors, and governments;
  • demonstrated experience with promoting cutting edge technologies and methods for increasing firm-level productivity;
  • 3 to 5 years of private sector experience is highly desired;
  • demonstrated experience helping developing country firms meet the requirements for exporting goods to the U.S., such as apparel manufacturers, with regard to meeting external market demand (i.e. formation of strategic alliances with buyer organizations); and
  • strongly preferred Master’s degree or equivalent in business administration, marketing, finance, management or related area or equivalent.
Mid-level Research, Data Analysis, and Statistics Specialist
Requirements:
  • At least eight years of relevant experience, five of which should be in or on developing countries and preferably in Africa;
  • at least five years of experience researching, analyzing, and reporting on economic issues related to development in developing countries, preferably in Africa;
  • at least three years of experience building, populating, and using reporting and analysis databases;
  • at least three years of experience applying econometric models to measure and estimate the impact of such economic variables as trade flows, investment flows, and GDP;
  • demonstrated strong ability and extensive experience with cost benefit analysis and general equilibrium modeling and analysis;
  • ability to use the latest ICT technology and computer software programs, including regression analysis, econometrics, databases, and general equilibrium models; and
  • strongly preferred Ph.D. or equivalent in statistics, economics, data analysis, research methodology or related area (Master’s degree or equivalent is required).
Mid-Level Trade Advisor
Requirements: 
  •  At least ten years of relevant experience with trade promotion and market linkages, five of which should be in developing countries and preferably in Africa;
  • experience educating export promotion agencies, business associations, and firms on preferential trading arrangements, such as AGOA, as to objectives, provisions, procedures, and eligibility requirements;
  • experience expanding awareness of the benefits, provisions, and procedures of regional trade agreements to private sector organizations and government officials;
  • demonstrated ability to increase awareness within the private sector of trade opportunities under AGOA;
  • demonstrated experience helping developing country firms meet the requirements for exporting goods to the U.S., such as apparel manufacturers, with regard to meeting external market demand (i.e. formation of strategic alliances with buyer organizations); and
  • strongly preferred Master’s degree or equivalent in international trade, economics, public policy, business administration, or related area or equivalent.
Agricultural Trade Specialist
Requirements:
  • At least ten years of relevant experience with developing agricultural trade in developing countries and preferably in Africa;
  • experience working to meet the requirement of the end markets, trends in the end market and buyers regionally or internationally;
  • experience with setting up the channels and facilities of agricultural trade;
  • experience dealing with the key value chain stakeholders: producers, traders, and the actors in the supporting markets; the business enabling environment; and associations which support and research and policy institutes that study and publish on agricultural trade;
  • demonstrated experience achieving increased competitiveness in agricultural products the developing country context;
  • demonstrated skills for fostering inter-firm collaboration;
  • cooperation with associations, donors, and government;
  • 3 to 5 years of private sector experience highly desired; and
  • strongly preferred Master’s degree or equivalent in agriculture, agricultural business, agricultural marketing, or related area or equivalent.
M&E and Knowledge Management Director
Requirements: 
  • 7-10 years of demonstrated experience designing and implementing knowledge management and M&E systems on donor-funded programs;
  • experience designing and leading specialized studies to analyze program impacts and results;
  • experience on trade, agricultural development, or other private sector focused project is highly advantageous; and
  • strongly preferred Master’s degree in relevant field.
Director of Finance and Operations
Requirements:
  •  8-10 years of demonstrated experience directing project financial management, operations and compliance for complex development programs;
  • prior experience on USAID-funded projects;
  • demonstrated knowledge of USAID rules and regulations for compliant project management, and
  • strong preferred Master’s degree in relevant field.
General Requirements:
  • Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders in a multi-country setting;
  • Excellent writing and communication skills;
  • Ability to use the latest ICT technology and computer software programs; and
  • Excellent English.
