Job Title: Cervical Cancer Screening & Treatment (CCS&T) Project Manager

Location: Support Office, Nairobi

Reporting to:
Director of Programmes

Probationary Period: 3 months

Salary Range: Kshs. 200,000 – 250,000

Contract Type: Fixed Term (2 Years)

The CCS&T Project Manager will be responsible for ensuring the effective implementation of the CCS&T health related activities under his/her management.

He/she will be responsible for the overall coordination, management and strengthening all aspects of early detection, diagnosis and appropriate management of this project at all levels of care.
This includes, general project implementation, overall cervical cancer grant grants monitoring and compliance, ensure that various policies and strategies addressing the prevention, treatment and control are used to reduce the disease burden, ensure regular reporting to MSK and donors is carried out in a timely and qualitative manner, proposal development, work with  teams responsible for screening, prevention, treatment and reporting activities and ensuring adherence to internal, stakeholder and donors’ procedures and guidelines.

Key Responsibilities and Measures

  • Lead the development and implementation of quarterly work plans and budgets to ensure smooth operation of the project activities.
Measure: The Project Teams deliver their set targets in qualitative and timely fashion.
  • Lead the preparation of all donor reports, including interim and annual, consistent with donor requirements and protocols.
Measure: Donors are timely informed on the progress of the activities.
  • Lead the preparation and management of project budget, scrutinise actual expenditure against budgets and implement corrective measures where required,
  • Lead all implementation of the project, including capacity building initiatives, service delivery, partnership management, demand generation, monitoring and evaluation and private sector engagement.
Measure: Budgets are spent in accordance with the set work plans and any unforeseen deviations timely addressed
  • Prepare and jointly coordinate procurement requests for goods and services for the projects.
  • Develop relationships with all critical stakeholders including internal MSK teams and the CMT, the project management unit at MSI UK, the MSI Regional Office in Nairobi, consortium partners and donor reps; share relevant information as required, build synergies between activities, partners and different components of the project.
Measure: Country Management Team is regularly updated, on the performance of the projects.
  • Coordinate project implementation and information sharing across MSK departments and service delivery channels, including outreach, clinics and social franchising, proactively engaging and working with key departments including M&E and Clinical Quality and Training as well as other Project Managers.
Measures:
  1. Increase in the uptake of the services offered.
  2. Compliance to the MSI/MSK quality protocols.
  • Ensure all MSK delivery channels including clinics are maximising community mobilisation opportunities to promote uptake of screening and effective management of women requiring treatment.
Measure: Timely presentation of data on the progress of the projects.
  • Lead and oversee the quality of technical assistance, innovation, standardization, integration, and knowledge exchange between the Partnership and MSI with regards to CCSP&T and its integration with the broader RH/FP.
  • Assist in all research and monitoring and evaluation activities for the project, including high quality monthly monitoring and analysis of key project indicators, (including the positivity rates and variation across and within channels) and regular random sampling of data to help identify issues and improve quality of data collection,
  • Monitor project performance against agreed milestone and ensure project planning, development and implementation systems are in place and functioning effectively.
  • Complete the joint mapping exercise which was started by the previous PM, and ensure that all partner and MoH/APHIA screening and treatment sites are identified in the mapping.
Measure: Minimal lost to follow up rates
  • Using the joint CCS&PT maps, ensure each delivery channel and team have robust referral mechanisms for referring clients for treatment and a system for tracking clients’ progress through the pathway.
Measure:
  1. Accurate, timely data about the number of women referred for treatment.
  2. Accurate, timely data about the number of women who have been referred for treatment but not yet received it
  • Work closely with the Clinical Director and his team and promptly raise concerns relating to clinical training and quality issues with the Clinical Director.
  • Establish MoUs with external referral points
  • Develop and maintain close links with the MoH in order to keep them updated with project progress, participate in MoH Cervical Cancer TWG meeting, ensuring that the learning from this project helps inform National Policy.
  • Conduct regular meetings with consortium partners, PSI and FHOK including quarterly review meetings to discuss project MIS, the effectiveness of referral linkages and enable cross learning between organisations
  • Organise an annual national meeting, with participation of consortium partners to help disseminate learning from this project.
  • Ensure that the CMT/SMT are aware of any performance issues and project progress against targets
  • Share lessons learnt using the project information sharing platform, Team Box
  • Work with the SF, Clinic and outreach teams to explore how the project can link into the Government community health strategy – especially following the community mobilisation guidelines – to reach as many people as possible.
  • Ensure screening providers are equipped with high quality client information, especially for those women with suspected lesions who require treatment.
  • Ensure screening forms an integral part of consultation for FP uptake in all channels
Measure: Increase the number of women screened and treated
  • Any other duties that maybe assigned by the line manager.
Skills and Experience

Qualifications:

  • Bachelor’s degree in a relevant discipline, such as Clinical Medicine, Social Sciences, Project Management, Public Health or any other related field.
  • Masters degree in the above fields will be an added advantage
Experience:
  • Minimum of five years experience of project managing donor-funded projects, preferably in a Sexual Reproductive Health-based context.
  • Minimum of five years experience in developing and managing internal and external stakeholders relations including donors, partners and Government.
  • Proven track record of successfully delivering project objectives.
Skills:
  • Excellent communication and interpersonal skills including cultural sensitivity, assertiveness and negotiating skills.
  • Possess excellent IT skills and proficient in excel.
  • Excellent written and spoken English.
  • Excellent report writing skills.
  • Strong analytical and problem-solving skills.
