Duties and Responsibilities

Under the overall supervision of UNFPA Somalia Country Representative and the direct supervision of the Senior Reproductive & Maternal Health Advisor, the Adolescent, Youth and HIV/AIDS Analyst will provide support to the planning, implementation, coordination, monitoring and reporting of the Youth and HIV/AIDS Programme in Somalia.

S/he will work towards strengthening institutional and technical capacities of the national and sub-national counter parts and work within an integrated and coordinated approach, which is fundamental to the Country Office and UNFPA’s overall strategy.

The Adolescent, Youth & HIV/AIDS Analyst will work closely with the Reproductive Health, Gender and Humanitarian Teams in the UNFPA Country and field offices.

S/he will also work collaboratively with different departments in the Somali Ministry of Health, Local Governments, NGOs and partners the Country Y-PEER Education Network; Aids Commissions will provide support to the planning, implementation, coordination and monitoring of youth issues improvement in Somalia.
Support the advocacy and resource mobilization strategy of the Country Office by compiling and synthesizing relevant background material for use in discussions and public events.
Establish and maintain network of donor and public information contacts as well as provide assistance in organizing and conducting donor meetings and public information events.

The Adolescent, Youth and HIV/AIDS Analyst will:
  • Provide technical support at all levels in the development, planning, implementation, monitoring, reporting and evaluation of the national Adolescent Sexual and Reproductive Health programme.
  • Contribute to the development, implementation, monitoring and reporting of the UNFPA-supported ASRH programme including Joint Programme on Adolescent Girls.
  1. Assess priority technical requirements of the programme
  2. Provide technical and managerial support to implementation partners in the implementation of the programme
  3. Organize and participate in periodic technical reviews as well as programme evaluation exercises.
  • Facilitate mainstreaming of HIV prevention and care strategies as well as gender issues into the ASRH programme.
  • Liaise with relevant Ministries, especially the Ministry of Youth, UN agencies and other relevant stakeholders to facilitate effective implementation of the ASRH programme.
  • Strengthen partnership with donors, in an effort to mobilize additional resources for the adolescent and youth programme
  • Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of ASRH interventions, disseminate to stakeholders, and advocate for scaling up of the ASRH programme.
  • Support efforts to build the capacity of UNFPA COs partners on core issues such as SRH, GBV and Young people in fragile context.
  • Keep up to date records of UNFPA youth and HIV/AIDS programme.
  • Work closely and systematically with key partners, other UN sister agencies and other relevant stakeholders to support coordination of HIV/Aid working group, Youth GBV, RH, JHNP Zonal working group.
  • Assist in the preparation of Country events within the thematic area of responsibility (Adolescents, Youth and HIV/AIDS);
  • Support the generation of strategic information and evidence to inform national policies and strategies for youth/HIV improvement.
  • Document and share good (best) practices with wider stakeholders.
  • Participate in the identification and formulation of Youth /HIV component work plans and projects by compiling and analyzing information, drafting project documents and work plans and preparing tables and statistical data.
  • In coordination with national counterparts and project personnel, guides routine implementation of assigned projects, coordinating the delivery of project inputs, ensuring participation of national counterparts in such project activities, including training.
  • Facilitate networking and coalition-building with other national programs, agencies, organizations and professionals to improve youth/HIV program in the context of improved sexual reproductive health services and rights.
  • Mobilize and support advocacy and community mobilization initiatives for prevention of FGM/C, early marriage and HIV/AIDS among young people using a religious oriented approach.

Qualifications and Experience Required:
  • Bachelor’s Degree in Health, Population or Community Health & Development; Nursing or related field.
  • Speciality in Reproductive Health is an added advantage.
  • A minimum of 3 years professional experience. Preference will be given to candidates with Nursing/Midwifery, Public & Community Health.
  • Prior experience working in a multi-stakeholder environment including NGO’s, bi-lateral and multi-lateral agencies.
  • Familiarity with Somalia Health System is an added advantage.
  • Demonstrated oral and written communications skills.
Language requirements:
  • Fluency in oral and written English (with experience in public speaking).
  • Fluency in Somali or Arabic is desirable.
