Vacancy: Feed and Forage Specialist

REGAL-AG Project

REGAL-AG is a multi-year project that will identify, integrate and sustain humanitarian investments that prove to be effective in sustainably increasing resilience and reducing the need for recurrent humanitarian assistance.
REGAL-AG will sustainably reduce poverty and hunger through a growth and poverty reduction strategy in line with USAID’s Feed-the-Future strategy.
The REGAL-AG program builds upon and deepens the USAID investment in select areas to improve the inclusiveness and competitiveness of the livestock value chain in two counties while furthering livestock-related economic opportunities.
A key focus on the project will involve facilitating behavior change in actors all along the chain – from livestock keepers, to middlemen, traders, transporters, and buyers – in order to improve their economic resilience and stimulate growth.

We currently seek a Feed and Forage Specialist for an ongoing, multi-year USAID-funded program focused on reducing poverty and hunger by improving the inclusiveness and competitiveness of the livestock value chain in Marsabit and Isiolo Counties in the arid lands of Kenya.

This person will report to the Deputy Chief of Party/Livestock Advisor for the project and will use community-driven, participatory approaches to provide technical input into the land reclamation, pasture rehabilitation and investment activities related to fodder business development.
This person will also serve as the primary linkage between communities and other value chain actors to identify innovations and opportunties to facilitate pasture rehabiliatation and management behavior change among pastoralists, creating relevant linkages in the livestock sector, while helping position the pastoral communities to take advanatge of the new opportunies and ultimately accelarate economic growth.
REGAL-AG will be recruiting one specialist to be based in Marsabit County, supporting activities undertaken in both Marsabit and Isiolo Counties.

Responsibilities

  • Review existing and other available information on the pasture rehabilitation, land reclamation  and fodder production efforts in the two counties and identify best practices to promote in Marsabit and Isiolo
  • Identify and establish a database of fodder producers/businesses, degraded land and pasture rehabilitation opportunities and needs specific to Marsabit and Isiolo County
  • Facilitate forward and backward linkages between rural livestock entrepreneurs, financial institutions and private companies/investors to increase county pasture biomass, capacity and competitiveness
  • Identify capacity building needs of  producer groups, traders, private sector actors and other value chain actors that impact feed and forage, and facilitate access to relevant trainings and support services/inputs as needed
  • Working collaboratively with other partners, mobilize relevant actors and communities, facilitate  and implement an annual week-long pasture rehabilitation event in the two counties during the rainy season  and build the capacities of the communities  to ensure effective, transparent, and fair distribution of seeds and planting of pastures
  • Support project efforts to mobilize communities to identify priority feed and forage  market infrastructure that can be supported through the project’s Community Contracting Fund; serve as primary liaison with the communities throughout the infrastructure works to ensure activities are being implemented in line with communities’ needs and expectations
  • Create awareness on existing pasture and fodder  investment opportunities and support private sector, other actors and traders to take advantage of the new opportunities (including increasing value and volume of fodder)
  • Increase off-take rate and number of animals fattened  by working to change the livestock keepers’ mindset from ownership for subsistence to market orientation, and promote fodder production and distribution businesses
  • Promote creativity and innovation among stakeholders that leads to improved biomass and an entrepreneurial culture for pasture and fodder business investments
  • Improve learning and adoption of appropriate technologies and practices, increase investment in land reclamation, pasture rehabilitation and dry season fodder reserves
Learning and Collaboration:
  • Work closely with the Pastoral Policy Advisor to address production and market-related policy constraints by engaging with the targeted communities
  • Work closely with the Gender Advisor in the implementation of the Gender Strategy and Work Plan to integrate gender throughout the REGAL-AG activities and pasture rehabilitation initiatives
  • Ensure the community-driven feed and forage activities in Marsabit and Isiolo comply with environmental recommendations and appropriate environmental compliance status reporting, as detailed in the Environmental Monitoring, and Mitigation Plan (EMMP) and Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP)
  • Working closely with Monitoring, Evaluation and Learning Advisor and the Communication and Knowledge Manager, be a champion of identifying key learning questions and spearhead the  efforts related to feed and forage to advance the learning agenda to guide program interventions through on-going learning opportunities during quarterly reviews, reflection and planning sessions.
  • Document and share promising program results and the underlying conditions of success through case studies and other methods such as most significant change
  • Contribute to learning community on Aspire on the theme of “resilience”  among others
  • Identify and establish working relationships with national and County learning institutions (e.g. Mt. Kenya University, ILRI, CGIAR) and share knowledge
  • Provide regular, written documentation (for example through trip reports)  to the REGAL-AG Monitoring, Evaluation and Learning Advisor that highlight lessons learned, best practices and new technical approaches, technologies, models, etc. garnered through project implementation are incorporated into learning sources and collaborative learning activities for sustainability and replication  of project results
Qualifications
  • At least a university degree related to range land management, livestock production, or a related field
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions)
  • Demonstrated ability to collaborate across projects, to be flexible and creative
  • At least 8 years of professional experience working in livestock or agricultural development programs in the Horn of Africa, especially in the pastoral areas
  • At least 2 years’ experience in value chain and enterprise development
