Urban Armed Violence Reduction Consultant, Kenya

1. Background and Context

Danish Demining Group (DDG) is part of the Danish Refugee Council (DRC). DRC has operated in Kenya since 2005, and DDG’s programme in Kenya started in July 2012.
DDG has armed violence reduction programmes in many other countries in the region including Somaliland, Somalia, Yemen, South Sudan, and Uganda.
DDG is in the process of designing and piloting a community safety project in informal settlements in Nairobi.

2. Purpose

To support the implementation of the community safety in informal settlements design and pilot project, identify and analyses lessons learned and lead the development of concept notes (minimum 2) aimed at enabling DDG’s Urban AVR programme to commence with follow up/ roll-out projects in Nairobi Kenya.

3. Key Responsibilities

3.1. Scope of consultancy
a) Produce violence analysis for Nairobi with specific focus on the target areas (Mathare, Korogocho and Kayole).
b) Support fundraising for urban AVR projects in Kenya
c) Identify and analyse lessons learned from the design and pilot project with input from DDG Urban AVR team, project partners and from own observations and write up a ‘lessons learned’ report for external publication.
d) Provide advice to DDG Kenya’s urban team on the development and testing of DDG’s Community Safety approach and materials to the urban informal settlement context.
e) Coordinate with relevant external stakeholders (as identified through consultation with DDG’s CD for Kenya).
3.2. Key tasks with list of ‘key activities’, under each responsibility
a) Do desk research and field research and write up violence analysis focused on the target areas but set in the frame of the Nairobi context
b) In consultation with DDG Kenya CD, draft 2 concept notes with accompanying LFAs according to DDG’s concept note and LFA formats (see output below for further details). Drafts shall be submitted to DDG Kenya CD and feedback incorporated. Consultation with the relevant partners shall take place to get their input and to ensure their agreement and endorsement of the concept notes.
c) Observe development and piloting of the urban community safety approach and tools and identify challenges, opportunities, and lessons learned. Facilitate input from DDG Kenya Urban AVR team and the project partners. Including through a final lessons learned workshop. Write a lessons learned report including pictures and small cases. Provide input to M&E framework developed by the DDG Kenya Urban AVR team.
d) Support the DDG Kenya Urban AVR team with advise on the development and refinement of the community safety tools with special focus on Youth Roles and Youth Empowerment Planning process and manual. Ensure that the language and examples that will be used by community volunteers are appropriate for the implementation context. Accompany DDG Kenya urban AVR team when they go to the field to collect information or support and monitor the piloting of the urban community safety tools.
e) In consultation with DDG Kenya CD call/meet and discuss particular issues relevant to the DDG Kenya programme. This will include consultations with Saferworld, Usalama Forum, the KNFP and the Kenya police unless otherwise is agreed with DDG Kenya CD.

3.3. Key deliverables / outputs

a) Write up a 5 page context analysis for the target areas (based on existing research and own field visits).
b) Write 2 concept notes that can be submitted to donors:
i. The first should be an urban community safety and small arms project based on the component of the design and pilot project which is carried out with PeaceNet and Spatial Collective. Consultation with DDG Kenya team and project partners is important.
ii. The second should focus on community safety and protection with special focus on SGBV and shall be done in collaboration with DRC Kenya’s urban project team. Consultation with DDG Kenya team and project partners is important.
c) Lessons learned report of around 10-15 pages in a format agreed with the DDG Kenya CD. The report will be primarily for internal audience (DRC/DDG) but should be of a quality that it can be published externally.
d) Constructive advice to urban AVR team on the development and piloting of community safety tools (incl manuals)
e) Ensure coordination with key external stakeholders (incl. KNFP, Kenya police, Usalama forum and Saferworld) to avoid duplication and ensure that they are aware of DDG’s work in the area and accepts it.

4. DRC’S Responsibilities

DDG will cover transport to and from necessary meetings and the implementation areas.

5. Reporting Arrangements

The consultant will report to DDG Kenya’s Country Director
6. Duration
66 Days starting from 1st September 2013 to 31st December 2013

7. Expected Profile of Consultant

  • A university degree in conflict management, criminology, political science or similar field,
  • Extensive experience of SALW / Armed Violence research in Kenya,
  • Experience of developing research tools and carrying out research,
  • Exceptional capacity to analyse the causes and effects of violence and develop effective ways to address these,
  • Exceptional understanding of issues related to armed violence in urban slum areas,
  • Experience of working urban slum areas (ideally in Nairobi),
  • Exceptional report, analysis and proposal writing skills,
  • Documented capacity to write high quality funding proposals,
  • Documented capacity to develop programme tools and training materials,
  • Extensive experience of planning and carrying out trainings and building capacity,
  • Experience of monitoring and evaluation,
  • Substantial knowledge of the Kenya political system from community to national level,
  • Excellent relations with senior actors working on armed violence issues in Kenya including within GoK and Civil Society.
  • Fluency in English. Strong command of written English and ability to speak clearly to various audiences and High degree of computer literacy.
8. General
