Terms of Reference for Development of Older Citizens Monitoring Guide
Background
HelpAge International East, West and Central Africa regional office based in Nairobi Kenya, with funding support from Sweden / Norad, seeks a consultant to develop an appropriate Older Citizens Monitoring guide.
The purpose of the Older Citizens Monitoring Guide
Older Citizens Monitoring approach empowers older people to understand and claim their rights and challenge discrimination based on age. It is based on the idea that evidence is needed to support arguments for change.

In Older Citizens Monitoring (OCM), older people gather data on their access to essential services like health and social protection and use the evidence to lobby policy makers and service providers for improvement.

The collected data is also used by other actors that advocate for older people rights.
The purpose of the guide is to:
a) Provide standard guidelines for setting up OCM groups
b) Provide guidelines for mainstreaming OCM approach in development interventions
The scope of the Assignment:
a) Conduct literature review of existing in-house OCM guidelines/manuals and other relevant publications
b) Reorganise the in-house materials into a guide using appropriate illustrations (sketches, pictures etc) that suit adult learning.
 
Process
The guide development process will be participatory and may include pretesting and validation before the final product
 
Deliverables
Older Citizen Monitoring guide with appropriate illustrations (sketches) and examples of in-house good practice in the establishment of OCM groups.

Education and Experience

a) Post graduate with extensive experience in curriculum development
b) Experience in adult education.
c) Ability to research, collate and synthesize a range of information and data into useful visual illustrations
d) Strong knowledge on rights based approaches to programming
e) Demonstrated experience of working in different cultures and religions in Africa
Expression of interest
All interested consultants/firms are requested to write an expression of interest by:
a) Explaining their competences to meet the requirements of the assignment
b) Explain in details the methodology to be used in carrying out the assignment
c) Provide a detailed professional budget in USD(Indicate daily professional rates)
d) Provide duration of the assignment and when ready to undertake the assignment.
e) Provide evidence of similar work undertaken in the recent past (Not more than 3 years)
Tax Liability:
Settlement of any tax liability arising from this agreement will remain the responsibility of the consultant.
The fees will be liable to withholding tax to be remitted to the Kenya government and a receipt will be availed to the consultant
