Terms of reference for a short term consultant to review of the draft humanitarian manual

Background:
Kenya is frequently experiencing humanitarian emergencies including droughts, floods, landslides, ethnic conflicts and clashes, diseases and epidemics, fires among others which necessitate multi sectoral responses.
Disaster and emergencies affect and impact on women, men, boys and girls differently due to their roles, responsibilities and status in the society.
Women and girls are more adversely affected as a result of their perceived lesser status in the society and with the increase of risks and vulnerabilities that come with emergencies and disasters; there is a profound effect on their lives at all levels.
In 2011/2 UN Women and GENCAP targeted different humanitarian sectors with consistent technical support and capacity building to enhance engendering the sectoral plans and responses as well as other relevant national initiatives such as the election’s contingency planning and the EHRP.
To sustain and further cascade this support, UN Women spearheaded  capacity strengthening efforts in order to build a critical mass of practitioners who can support the sectors and the devolved regional coordination hubs as preparedness efforts for the coming elections.
Within this process, a draft humanitarian manual was drafted; with reference to the global IASC gender materials such as the IASC gender handbook, the GBV hand book and the Gender Marker.
The modules were tested out and adapted to the Kenyan context during the preparedness process for the 2013 elections in sub national trainings rolled out by TOT trainers, between January and February 2013.
However this draft manual requires incorporation of the feedback and contextual examples that emerged from the field, during the trainings.
Further, after the formation of the new Government in April 2013, a presidential directive on a humanitarian paradigm shift and investing more on Disaster Risk Reduction (DRR) by humanitarian stakeholders further necessitates incorporation of a chapter on gender responsive DRR programming to complete the humanitarian continuum(pre, during and post disasters).
Additionally, with the completion of the implementation of the 2011-3 Emergency Humanitarian Response Plan (EHRP) at the end of 2014, all humanitarian and DRR programming will be anchored in the UN Development Assistance Framework (UNDAF) from the next cycle.
This therefore calls for a specific tool that guides various stakeholders on integration of gender into both humanitarian and DRR programming.
The scope of this assignment therefore is; the overall review of the existing draft manual to make it very hands on; secondly to  incorporate examples, case scenarios and best practices from the field trainings conducted in Nakuru, Kisumu, Mombasa, Eldoret, Isiolo , Nairobi and Lodwar;  and finally to incorporate a new chapter on gender responsive DRR.
Other emerging issues particularly on electoral gender based violence and lessons learnt on coordination and networking will also be critical for incorporation in the manual.
Scope of work:
The consultant will work under the guidance of UN Women Kenya Country Office. She/he will work closely with the Women, Peace and Security and Humanitarian team who will be guiding the review process.
Further, the consultant will make reference to the consultative forum reports emanating from the field trainings on elections preparedness, the interagency reflection meeting on gender and GBV post the elections and the EGBV situational analysis.

The consultant will work closely with the identified team in UNWomen to review the manual on a rolling basis, and the various components as per the indicated schedule will be delivered on the dates mentioned to UN Women.

S/he will be expected to share select sections of the manual for comments, review and feedback on an ongoing basis through face to face meetings with UN Women personnel.
Duration of assignment:
The assignment will take 20 working days spread over two months.
Contractual Arrangements:
  • The consultancy agreement is between UN Women and the consultant who will be accountable to UN Women Kenya, under the supervision of GenCap Advisor and the Humanitarian Officer.
  • The consultancy is  expected to commence on  22nd August and completed on 21st October 2013
Remuneration:
  • Remuneration will be based on experience and qualifications using UN Women Rules and Regulations.
Qualification, Skills and Experience:
  • A Master’s degree in gender, international law, human rights, international studies or any other related field with at least 5-9 years proven past experience in development of training manuals;
  • training multi-stakeholders;
  • and review, synthesis and analysis of key information from multi- actors in national and sub national processes on gender, GBV or protection related components.
  • The skills of the consultant should be complementary to cover the areas of gender, GBV, protection and human rights.
  • S/he must demonstrate thorough knowledge and understanding of the humanitarian and development situation of Kenya.
  • Experience and knowledge of the gender dimensions in humanitarian context will be an advantage.
Other Skills:
  • She/he should possess excellent analytical, written and oral communication skills, presentation skills, and diplomacy skills as well as ability to work independently and in a team if required.
  • Ability to use simple language and visuals to ensure that training products are user friendly is key to this assignment.
Language:
Fluency in oral and written English is necessary and Kiswahili desired.
