Supply, delivery, installation and commissioning of computing devices and solutions for ICT integration in education in primary schools

The Constitution of Kenya 2010 provides that every child has a right to free and compulsory quality basic education. The overall goal of the Ministry of Education, Science and Technology (MOEST) is to provide equal access to quality education to all pupils irrespective of their socio – economic status.

The Government has identified a goal to facilitate ICT integration in primary education and support youth engagement in ICT support services and digital content development.

The Government of the Republic of Kenya has therefore established a budget line towards Supply, Delivery, Installation and Commissioning of ICT integration in education portable computing devices for public primary Schools in Kenya.

It is intended that part of the proceeds of these funds will be applied to eligible payments under contracts for Procurement of ICT integration in education portable computing devices for public Primary Schools in Kenya.

The Ministry of Education, Science and Technology, now invites sealed bids from eligible bidders for the Supply, Delivery, Installation and Commissioning of ICT integration in education portable computing devices for primary schools in Kenya.

1. Interested eligible bidders may obtain further information and inspect the bidding documents at the office of the Head of Supply Chain Management Services, Ministry of Education, Science and Technology, 8th Floor, Jogoo House ‘B’ Room 802.

2. A complete set of bidding documents may be purchased by interested bidders upon payment of a non-refundable fee of KES 5,000.00 to the Ministry of Education, Science and Technology, Cash Office, at Jogoo House ‘B’, 9th Floor Room 925.

3. Bids must be delivered to the office of the Head of Supply Chain Management Services, Ministry of Education, Science and Technology, 8th Floor, Jogoo House ‘B’ Room 802 on or before 10.00 AM (Local Time) on Tuesday, 3rd September 2013 and must be accompanied by a bid security of:

Item Description: Laptops

Bid Security Amount (KES): 228,000,000

Lot No: 2

Item Description: Printers

Bid Security Amount (KES): 14,000,000

Lot No: 3

Item Description: Projectors

Bid Security Amount (KES): 20,400,000

Bidders are allowed to bid for one or more lots and must quote for all items in each lot.

The bid security shall be in the form of a bank guarantee and must be from a reputable bank (in case of international firms the bid security shall be confirmed by a correspondent local bank).

4. This procurement shall be undertaken in accordance with the provisions of the Public Procurement and Disposal Act, 2005 and its Regulations.

5. A mandatory Pre-Bid meeting shall take place on 16th August 2013 at 10.00AM at the Conference on 10th Floor, Jogoo House ‘B’, Harambee Avenue, Nairobi, Kenya.

6. Bids shall be opened in the presence of bidders’ representatives who choose to attend at 10.00 AM (Local Time) on Tuesday, 3rd September 2013 at the:-
