Costing Exercise for Gender-based Violence (GBV) Services in Kenya
Background
The National Gender and Equality Commission (NGEC) with support from United Nations Gender Equality and Women’s Empowerment Joint Program (UN GEWE JP), is looking for a consultant(s) to conduct a costing study to determine the budgetary implications of providing / up-scaling existing GBV services to respond to and manage GBV for a period of 5 years from the year of the study.
The government of Kenya through the NGEC formally the National Commission on Gender and Development developed and adopted the National Framework on the Prevention and Response to GBV.

The costing exercise will be advised by the National Framework which recommends multi-dimensional interventions that need to be supported by government resources in addressing GBV in Kenya.

The costing will also be advised by a model based on the “One –Stop Units” for GBV developed by the Taskforce on the Implementation of the Sexual Offences Act, with support by the United Nations Population Fund (UNFPA) and the United Nations Office on Drugs and Crime (UNODC) for GBV prevention and response management in Kenya.
Specific issues to be addressed
The costing exercise should project the budgetary requirements based on a comprehensive basket of services, which should include: medical, psycho-social services, legal and security services.
This should also include capacity strengthening and infrastructure required to prevent and respond to GBV along all the four pillars.
The report must clearly indicate the gaps in government spending, and the budgetary implications of scaling up these GBV services for 5 years from the year of study.
The study/research design should take into account the different variables which may impact upon the costing across the country.
Minimum requirements
The qualified individual(s) shall be required to meet the following requirements to be considered:
  • A relevant academic background- an advanced degree in public health, health economics or other relevant field.
  • At least 5yrs research experience in Public Finance and/or Health Economics.
  • Experience in undertaking budgeting and costing studies on multi-sectoral issues.
  • An understanding of GBV issues in Kenya;
  • Excellent analytical, writing and presentation skills.
Submission Instructions.
Applicants will be required to submit a technical and financial proposal.
The technical proposal should outline the applicant’s understanding of the assignment and provide how they propose to approach this study (i.e. the methodology and data collection tools; a proposed work plan and timetable).
