Chief Executive Officer / Director Job Vacancy at Independent Policing Oversight Authority (IPOA) in Kenya February 2014
The Independent Policing Oversight Authority (IPOA) is a State Authority created under an Act of Parliament. No. 35 of 2011, which provides for civilian oversight over the work of the police.
The Authority now wishes to recruit a qualified, experienced, and result-oriented Kenyan citizen with drive, vision and creativity to fill the position of CEO/Director.

Major Duties and Responsibilities:
- Implement the decisions of the IPOA Board
- Providing effective leadership to maximize employees creativity and commitment
- Prepare and implement the Authority’s strategic and annual work plans as well as reviewing organizational performance against set targets
- Fund-raising and negotiating for grants, and representing the organization in its dealings with external institutions
- Ensure prudent management of resources, assets and safe custody of the records and documents of the Authority
- Prepare the Authority’s budget for approval
- Ensure the coordination, monitoring and evaluation of the IPOA’s programmes and activities
- Develop appropriate public relations strategies designed to promote the IPOA’s image and relations with all stakeholders
- Review the operations and results of the organization and providing periodical reports both narrative and financial to the Board
- Execute, monitor and evaluate organizational performance and policy proposals as well as performing any other duties as may from time to time be assigned by the Board
- Ensure compliance with the regulations and procedures governing IPOA.
- Minimum qualifications of a Bachelor’s degree from a University recognized in Kenya. A Master’s degree will be an added advantage.
- At least ten (10) years’ work experience at senior leadership and management position in the public or private sector.
- Proven relevant experience in any of the following fields: Government, Law, Management, Finance, Security or Public Administration.
- Meet the requirements of Chapter Six of the Constitution.
- Candidates must be persons of integrity, demonstrate excellent interpersonal skills and be a team player.
- Strong managerial skills, including motivating, developing, coaching and leading teams
- Demonstrated high ethical standards.
- Demonstrate experience in result based strategic planning, monitoring and evaluation as well as financial management skills.
- Be an effective communicator with excellent negotiations and people leadership skills
- Excellent knowledge of relevant computer software and applications.
