Position: Technical Officer – RMNCH Clinical Interventions
Reporting to: Field Coordinator
 
Duty Station: Mandera County, Kenya

Health Poverty Action (HPA) formerly known as Health Unlimited (HU) works with some of the poorest and most marginalized communities in Africa, Asia and Latin America, often in very difficult environments.

We work to enable these communities achieve improvements to their health as one of their fundamental human rights.
Currently, HPA is implementing a 3-year, EC-funded and UKAid projects “Accelerating the reduction in maternal, new born and child mortality” and “Improving maternal, newborn and child health in pastoralist communities of Mandera County, Kenya” respectively.
The objective of the project is to provide quality and culturally appropriate Maternal Newborn and Child Health (MNCH) services and information for pastoralists living in hard-to-reach areas of Mandera County in Kenya.
The project is run in partnership with Save the Children International and Emergency Pastoralist Assistance Group Kenya (EPAG-K).
HPA is seeking to invite applications from suitably qualified, dynamic, experienced and results driven candidates with proven track record to fill the position of Technical Officer-RMNCH;

Job Summary: To assist the organization and partners (EPAG-K, and the Ministry of Health) in the strategic planning, development and implementation of programmes designed for improving RMNCH in the context of SDGs 3 and 5.
Responsibilities
  • Undertake and monitor field level implementation of all planned project activities and ensure implementation is technically in accordance to descriptions in the project proposal and compliant with donor contracts and according to HPA systems and guidelines;
  • Compile the field level quarterly and annual reports from and provide sufficient explanation to feedbacks from country office as appropriate;
  • Assist with the field level administration of evaluations (e.g. facilitating surveys with consultants and data enumerators, arranging logistics, coordinating with local authorities and reviewing report drafts etc.)
  • Provide update and information concerning the project, changes in the context and issues encountered both internally and externally in the field office;
  • Conduct and provide technical mentorship through support visit to RMNCH project supported sites and provide onsite coaching as necessary.
  • Provide technical assistance to community based stakeholders.
  • Assist in the implementation, coordination, monitoring, evaluation and documentation of collaborative activities with the Ministry of Health (MoH) on RMNCH services and related areas of work;
  • Build and maintain excellent relationships and reporting with county and sub-county health and other government offices, health facilities and community volunteers.
  • Provide technical support to the MOH in updating and adapting relevant guidelines, materials and tools;
  • Provide technical assistance to the MOH and relevant local counterparts in performing training needs assessments, organizing and implementing training activities.
  • Work with CHMT and health facility staff on preparations for and implementation of activities related to RMNCH
  • Manage specific activities, in a timely manner and to the highest standard, and work with colleagues to prepare activity plans and budgets.
  • Contribute to the maintenance of excellent work partners (SCI and EPAG) relationships with communities, health workers and local authorities;
  • Ensure clear and timely reporting to, and communication with the field coordinator.
Essential Qualifications
This position requires the following qualifications:
  • A degree in public health, nursing or related discipline
  • Good clinical knowledge of community health and RMNCH projects.
  • Minimum of 3 years RMNCH field experience.
  • Good IT skills particularly application of MS Office
  • Ability to provide technical advice on RMNCH, and inputs into the EU project.
  • Experience in capacity building of local staff working on RMNCH project
  • Good networking and communications skills- including with other stakeholders and government.
  • Excellent spoken and written English
  • Knowledge of local language, culture and tradition.
