Career Opportunity: Commissioner of Strategy, Innovation & Risk Management
Kenya Revenue Authority is the principal revenue collector for the Government of Kenya, with the primary goal to deliver Kenya to financial self-sufficiency through effective tax revenue mobilization.
In pursuit of our goal, we seek to recruit a Commissioner responsible for Strategy, Innovation & Risk Management whose key mandates among others, are to:

Main Purpose of the Job: Overall leadership of corporate strategy formulation through the harnessing of research and innovation, institutional knowledge and the identification of new business opportunities and leveraging of marketing to deliver corporate objectives.
Key Performance Areas

Strategy Formulation & Implementation

  • Lead corporate business strategy formulation.
  • Formulate innovative strategies to help achieve enhanced tax compliance.
  • Lead innovation in tax administration through initiating reform of laws and simplification of tax processes among others.
  • Formulate strategies that leverage modern technology to enhance tax mobilization.
  • Design strategies that harness research to help enhance tax mobilization.
  • Provide leadership that helps deliver effective enterprise risk management strategies.
Research and Innovation
  • Formulate strategy to facilitate research solutions to support tax administration.
  • Develop networks to effectively support research programmes.
  • Promote a research oriented culture among the staff.
Marketing & Communication
  • Develop marketing strategies that effectively support revenue mobilisation.
  • Develop strategies that support a positive corporate image.
  • Develop cost effective public communication strategy.
Corporate Dispute Resolution

Resource Management

  • Coordinate the formulation and implementation of the department’s budget and regularly review and enhance control systems.
  • Enforce budgetary controls.
  • Manage own budget.
Performance Management and Review
  • Timely review of departmental performance and establish areas requiring performance improvement.
  • Appraise and motivate immediate reportees.
  • Identify areas of performance improvement for direct reports and other staff.
  • Take appropriate corrective action.
Stakeholders Relationships
  • Establish and maintain strategic relations with government agencies.
  • Establish and maintain good relationships with stakeholders including the public.
  • Ensure all departmental activities are conducted in compliance with statutory rules and regulations.
Statutory Adherence
  • Ensure regular management and statutory reporting.
  • Implement the Taxpayers Charter and adhere to internal standards.
Change Management and Leadership
  • Identify opportunities for change for improved performance.
  • Lead and be a catalyst for change in own area of work.
  • Motivate and inspire employees into adopting change.
  • Create and nurture appropriate culture in own area of work.
Departmental Branding
  • Create and sustain appropriate brand and image, both internally and externally.
  • Maintain positive public.
  • Positively manage good media relationships.
Job Specifications

Academics

  • Degree in Business and/or strategic management.
Professional
  • Business, Accounting, Finance, Economics, Law, ICT or related fields.
Experience
  • At least ten (10) years experience gained in strategy formulation in corporate or consultancy environments or in relevant areas in the public sector.
  • Experience in enterprise risk management confers added advantage.
  • Experience or specialisation in Fiscal Management confers significant advantage.
Competencies
  • Ability to lead development and implementation of corporate strategic plans.
  • Experience in evolving policy to support efficient operations in own work area.
  • Strong appreciation of business/commercial environment dynamics and reform agenda.
  • Knowledge of tax administration dynamics including reform agenda, international best practices, tax administration innovations.

  • Excellent communication (writing, speaking) skills and authoritative presence.
