Position Title: Qualitative Methods Training Consultant
Position Location: Nairobi, Kakuma and Dadaab, Kenya

Contract Term: Part-Time, 40 DaysBackground: World University Service of Canada (WUSC) is a Canadian non-profit organization with a mission to foster human development and global understanding through education and training.

WUSC is working in partnership with Windle Trust Kenya (WTK) to implement the Kenya Equity in Education Project (KEEP) which aims at improving the retention and performance of marginalised girls in primary and secondary schools in Kakuma and Dadaab Refugee Camps as well as Wajir South, Fafi and Dadaab and Turkana West districts in northern Kenya.

KEEP will contribute to the chances of refugee girls and their families by investing in their future capacity to succeed. WUSC and WTK works with Ministry of Education and United Nations High Commissioner for Refugees.

Scope of Work and Methodology: Kenyan Equity in Education Project is supported by the Department for International Development (DfID) and implemented by World University Service of Canada as well as Windle Trust Kenya. The project is implemented in 33 primary and secondary schools in Kakuma Refugee Camp referred to as refugee community and Turkana West district referred to as the host community.
It is also implemented in 56 primary and secondary schools in Dadaab Refugee Camp referred to as refugee community and Dadaab, Wajir South and Fafi districts referred to as host community.
Most of the schools that participate in the KEEP project either fall under and work within the policy frameworks of the Ministry of Education or the United Nations High Commissioner for Refugees (UNHCR). The schools that fall under UNHCR are usually supported by other agencies such as Care International, Lutheran World Federation (LWF) and Islamic Relief of Kenya.
Nevertheless, WTK, which is also participating in the implementation of KEEP, is supporting seven secondary schools in the refugee community in Dadaab.
Kenyan Equity in Education Project has been implemented over the last two years in refugee camps and host communities with predominant attention on quantitative data collection and analysis methods – performance and attendance – employed most of the time.
Nevertheless, the need to use qualitative data in periodic program reporting to the donor and to guide programming in areas such use of solar lamps to improve home study time, deliberations in the boys and girls clubs, monitoring use of gender-friendly teacher training (GFTT) in classroom situation and deliberations in parents-teachers associations (PTA) meetings has been lagging behind.
Also, use of gender-friendly latrines in schools that benefitted requires improved skills in qualitative research methods. Consequently, there is a need to build the capacity of the project staffs in qualitative data collection and reporting methods. The project staffs also support consultants as well as during the anticipated midline survey (and a possible mid-term review).
The training(s) will as such be tailor-made and targeted in order to not only build capacity of the staffs and meet programming needs of KEEP, but as well respond appropriately to the donor and organizational reporting requirements.
The Qualitative Research Methods Training Consultant will design and deliver trainings in Kakuma and Dadaab on Qualitative Research methods.
The training will particularly focus on evaluation strategies, research ethics, participant observation (PO), in-depth interviews (IDIs) and focus group discussions (FGDs). Also, success stories (SS), case studies (CS), most significant change (MSC) as well as photography will be included to help build a database of qualitative data.
The final section of the training will focus on qualitative data collection planning and implementation with targeted indicators and activities as well as timeframes.
There will be two (2) trainings; the first one will be delivered in January 2015 while the second one is scheduled for March 2015.
The consultant will prepare either a combined or separate training plans as well as training materials such as PowerPoint slides for each targeted areas.
Although the consultant will prepare work plan(s) and training materials in Nairobi, trainings will be delivered in Garissa for Dadaab and Lokichogio for Kakuma. As such, preparations for the trainings might involve travelling and getting to know more about KEEP, some project documents, implementation sites as well as staffs and working conditions in the field.
The training consultant will initially use briefings from field in Dadaab to tailor the first training to the needs of the project. She/he will also use outcomes of the first training in Dadaab to improve the second training in Kakuma as well as complete the training report.
He/she will moreover complete the training manual with qualitative data collection work plans after the second training in order to incorporate the outputs and outcomes of both trainings.
The training manual will be partially based on the draft Qualitative Data Collection Manual, which will eventually act as a reference guide for implementing the outcomes of the trainings.
The training should integrate theoretical aspects of the qualitative methods with practical sessions such as role plays and field activities so as to improve prospects of success in the implementation of the training outcomes.
The logistics for the training such as accommodation, communication and airtime, travelling, venue and meals as well as printing of training materials will be catered for by World University Service of Canada and Windle Trust Kenya whereas the consultant will only charge her/his professional fee and time.

Desired Competencies, Technical Background and Experience

The following are the minimum requirements for the training consultancy position:
  • Masters Degree or equivalent in monitoring and evaluation, project management, population studies, education or any other related field;
  • Experience working with education, women empowerment projects or M&E as well as exposure to peace precarious, humanitarian or post-conflict contexts;
  • Experience of assessing achievements and documenting education projects in multi-sectoral and complex non state actors programming contexts
  • Experience in capacity building, delivering trainings and/or conducting periodic project evaluations and studies such baselines, midlines and mid-term reviews;
  • Capacity to design a training and related work plan, training manual and other training materials including PowerPoint slides, role plays and activities;
  • Experience working in the East African region particularly in Kenya, Ethiopia, Uganda, South Sudan as well as Somalia is preferable
  • A demonstrated ability to work effectively with diverse teams in a multi-cultural and dynamic settings especially most-at-risk populations such as refugees;
  • Extensive experience in application of qualitative research methods such as generating FGDs, IDIs, participants observations and photography guides; and
  • Able to analyze quantitative and qualitative data and prepare reports in easy to understand formats for non technical audiences.
Training Plan and Deliverables
  1. Generate consolidated or separate training plan(s) for the trainings in Dadaab (January 01-30, 2015) and Kakuma (March 01-30)
  2. Design, develop and complete a draft Generic Qualitative Methods Training Manual in a maximum 10 page word document
  3. Developing training materials, sample IDIs and FGDs data collection guides, print outs and PowerPoint Presentation Slides
  4. Developing travelling plan(s) to Dadaab (Garissa) and (Kakuma (Lokichogio) and meeting field staffs to incorporate practical lessons
  5. Delivering the actual qualitative methods training in a maximum of 5 days each for Kakuma and Dadaab and reaching minimum of 20 staffs on either side
  6. Work with program staff/training participants to identify related indicators and activities and generate a Data Analysis Plan and Data Quality Plan
  7. Incorporating training experiences, completing training reports for the Kakuma and Dadaab as well as working on feedback from staffs
  8. Contribute to finalizing Module 2 Qualitative Data Collection and Management Manual using experiences in gained during the field trainings
Administrative Issues: Nairobi based with travel to Kakuma (Lokichogio) and Dadaab (Garissa)
 
Conditions: Some limited travel is expected under this training consultancy the cost of which will be covered by World University Service of Canada and Windle Trust Kenya.
As per the general practice, payment is ordinarily made against approved consultancy deliverables. As such, no advance payment is allowed unless in exceptional cases against some form of guarantee, subject to a percentage of the total contract value in cases where advance purchases, such as for supplies or travel, may be necessary.
Payment will be made at the end of the first training in Dadaab and the end of the second training in Kakuma upon receipt of duly reviewed and approved deliverables as stipulated above.
The candidate selected will be governed by and subject to WUSC’S and WTK’s General Terms and Conditions for individual consultancy contracts.
Risks: Kakuma and Dadaab are emergency situations and peace precarious areas. Although WUSC and WTK have comprehensive security and child abuse prevention policies in place, the successful consultant will be requested to exercise personal discipline as well to reduce any chances of security issues or abuses arising during the assignment.
