Innovations for Poverty Action (IPA), is an international non-profit research organization based in New Haven, CT, with offices in Washington, D.C. and worldwide.  IPA works with development partners and academic researchers to create and evaluate approaches to solving development problems, to communicate “what works” in development, and to scale up successful projects in a variety of fields, including health, education, microfinance, governance and agriculture.

Position Summary:

IPA seeks qualified applicants for the position of Research Coordinator in Rwanda for a research study evaluating education quality andteacher incentives.  The goal of the study is to improvestudent learning outcomes in primary schools by providing pay-for-performance incentives for incumbent and prospective teachers.  The study is a research collaboration between Innovations for Poverty Action, the Ministry of Education (MINEDUC), and the International Growth Centre (IGC).  The Principal Investigators are Andrew Zeitlin (Georgetown), Clare Leaver (Oxford University), Pieter Serneels (University of East Anglia), Owen Ozier (World Bank), David Johnson (Oxford University), and research partners within the Ministry of Education.

Responsibilities:

The Research Coordinator will work closely with academic researchers, MINEDUC partners, and other field staff to perform a variety tasks which may include but not be limited to:  overseeing other project staff, coordinating the research collaboration between investigators and partners, designing survey questionnaires, running pilot exercises, refining the study design and surveying instruments, managing survey teams, checking and analyzing data, cleaning data and assisting in preliminary analysis, assisting in the writing of project reports and policy memos, coordinating with local officials implementing the programs being evaluated, and supporting outreach to policymakers in country.

Desired Qualifications:

  • Master’s degree in economics, social sciences, public policy, statistics or related fields
  • Prior work experience in developing countries is required, preferably conducting field research and managing survey teams
  • Demonstrated ability to manage high-level relationships with partner organizations
  • Experience working with government officials, especially in developing countries is also a plus.
  • Excellent management and organizational skills along with strong quantitative skills
  • Flexibility, self-motivation, the ability to manage multiple tasks efficiently as a team player
  • Ability to manage a culturally diverse team
  • Fluency and excellent communication skills in English; French desirable
  • Ability to live, travel and work independently in remote areas of Rwanda
  • Knowledge of Stata (strongly preferred), SAS, or other data analysis software
  • Familiarity with randomized controlled trials
